- Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, VA James J. Peters VA medical center is currently conducting a market survey for qualified firms capable of annual internal and external inspections of four (4) Keeler boilers at the Department of Veterans Affairs Medical Center at Northport VA Medical Center, The vendor s work shall include but not be limited to: Have certified-licensed Qualified Professional Inspector(s) (QPI) performing all work, who possess a valid commission from the National Board of Boiler and Pressure Vessel Inspectors. Perform inspections within the guidelines of Industry Standards as well as Department of Veteran Affairs Standards. See attachment TP09 VHA Directive for Boiler Inspection. Review all boiler history to include: operating conditions, date of last inspection, current inspection certificate, ASME stamping on boiler, National Board registration number, history of repairs and modifications. Review boiler logs, water test reports, and reports on tests performed on the burner controls and safety devices. The Boiler Lockout/Tagout will be conducted by the VA Medical Center Boiler Plant Operators. The contractor will verify Lockout/Tagout and is to place his/her locks on applicable energy sources to ensure the contractor s safety during the inspection. The contractor will comply with all OSHA and VA Safety Standards and Regulations regarding Confined Space Entry. Boiler Internal Inspection shall include but not be limited to: Inspecting boilers for defects including bulges, blisters, cracks, wasted or eroded material, warping, general corrosion, grooving and pitting, and damaged insulation. Inspecting piping to the water column, low water cutoffs and alarms, and gage glass. Verify that interior of piping is clear of obstructions. Inspecting all accessible internal surfaces for waterside and fireside deposits, including scaling, sediment, debris and carbon deposits. Examining all stays and stayed plates. Inspecting gas side baffles. Inspecting internal drum surfaces and steam separating internals Inspecting soot blowers and verify proper alignment. Inspecting tubes, tube ends and tube alignment. Check for sagging tubes. Verifying that all nozzles of internal piping such as feedwater admission and bottom blowoff collection are clear with no obstructions. Inspecting refractory including burner throat, expansion joints, and furnace seals. Verifying proper alignment of burner assembly. Inspecting furnace for evidence of flame impingement. Performing mechanical and electrical inspection of disassembled low water cutouts. Providing recommendations for non-destructive testing when the inspections indicate that this is necessary to assure continued safety and reliability under current operating conditions. Performing any additional items as per Industry Standards and Regulations. NOTE: The contractor shall be performing two (2) Internal Inspections and four (4) External Inspections once per year. Internal Inspections of Boilers #1 and #3 shall be performed on even years, and Boilers #2 and #4 shall be performed on odd years. Boiler External Inspection shall include but not limited to: Inspecting boilers for defects, including bulges, blisters, cracks, wasted or eroded material, warping, general corrosion, grooving and pitting, and damaged insulation. Assessing the external parts of the boilers, boiler accessories, piping, and valves for safety, accessibility, proper maintenance and operation, cleanliness, and compliance with codes. Inspecting for leakage evidence of combustion gases or fluids, including all gaskets. Inspecting foundations for signs of stress, such as cracking on movement. Inspecting seating surfaces of manways and handholes. Checking that boiler structure is plumb and level with no excessive deformations. Checking for missing items such as bolts and nuts. Examining all valve and pipe connections to the pressure vessel. Testing operation of water level gage glass on hot boiler. Inspecting safety valve installations and verify that the valves have proper capacity and set pressure and valves, drains and vents are properly installed. Inspecting piping connected to the boilers for evidence of leakage and provision for expansion, provision of adequate support, proper alignment, as well as evidence of detrimental conditions. Inspecting valves on boiler feedwater, blowdown, drain and steam systems. Performing any additional items as per Industry Standards and Regulations. Be responsible for the integrity of all work related to this project. Contact Plumbing Shop Supervisor or the designated alternate when work will commence. The contractor must provide a complete written report, fully describing all inspections and tests performed, findings, and all recommendations. The conditions of all items inspected shall be stated whether acceptable or deficient. All deficiencies shall be fully described along with recommendations for methods of correction. Provide all aforementioned information to Plumbing Shop Supervisor or the designated alternate.
