- The Department of Veterans Affairs Medical Center (VAMC) at Fayetteville, North Carolina, has a need for new Nurse Call system; must be able to phase in with existing inventory Simplex Grinnell EZ Care system. The NAICS code for this requirement is 334290; size standard is 750 employees. This is not a request for bids, quotes, or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Department of Veterans Affairs is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to quote should the requirement go to solicitation. Sources for the new Nurse Call System are being sought; a draft Statement of Work is noted below: DRAFT SCOPE OF WORK REPLACE NURSE CALL SYSTEM VA MEDICAL CENTER, FAYETTEVILLE, NC Introduction: Project consists of the provision and installation of a New Nurse Call system which will replace the current Simplex-Grinnell brand EZ-Care Vital-Touch nurse call system, and add various functions and locations to the system. Project will be a hospital wide replacement. Contractor shall require full authorized access (and evidence of such authorization) to the existing Simplex-Grinnell EZ-Care Vital-Touch nurse call system, including access to all proprietary software and hardware, in order to affect the required phased implementation noted below. Scope: The provision of a New Nurse Call System is for approximately 168 beds/locations throughout the Medical Center. Additionally, at least 128 locations shall require headphone jacks for pillow speakers. Purpose: The rationale for this project is the hospital s current nurse call systems require a major upgrade in order to accommodate systems being installed in multiple areas of the medical center currently under renovation. Major components of the existing nurse call systems are obsolete and cannot be cost effectively repaired or replaced. Systems installed in the new renovation areas which include a new Operating Room (OR) Suite, a 30-Bed Med/Surgical Unit and Pulmonary/Sleep Lab will not integrate with the existing nurse call system. This creates an immediate patient life/safety issue as the nurse call system is also our code-blue notification system. It is not cost-effective to spend limited resources on systems that are outdated in order to make them compatible with new equipment being installed in the newly renovated areas. The New system shall completely and seamlessly migrate to the existing EZ-Care system without requiring complete disconnection. This allows a phased approach to deploying the newer technology in the medical center with both technologies co-existing during the phased replacement project. This also allows an integrated code-blue and emergency call network to be maintained during the installation and ensures prompt response to emergency calls. Outline of Work & Requirements: Demolition: Contractor shall be responsible for completely removing existing nurse call system once New nurse call system is installed and operational. All EZ-Care nurse call equipment removed is to be turned over to the facility for disposition. Description of Work: Contractor shall supply all labor, equipment, materials, etc. necessary to completely install the New nurse call system. For all Category 5 (CAT5) wiring/cabling on the New nurse call system, the contractor shall utilize a special/specific (to be determined) color for the nurse call cabling to distinguish it from other systems within the facility. The contractor shall replace the existing EZ-Care system with a New system in every inpatient room, bathroom, and nurse center throughout the medical center. The existing areas include the Urgent Care Center (UCC), Oncology Clinic, ICU, Wards 3A/B, 3C, 4A and the 5th floor Psychiatric ward (5B/C). The contractor shall replace all existing EZ-Care devices on the 5th Floor Psychiatric Ward with stainless-steel, flush-mounted, psych-approved devices. All nurse call devices shall be anti-ligature in the psychiatric care environment. The contractor shall install the new nurse call in all of the areas currently under renovation, which includes the new Operating Room (OR) Suite, 30-Bed Medical/Surgical Unit and Pulmonary/Sleep Lab. The contractor shall coordinate with the VA Project Engineers regarding the phasing of the installation of the new nurse call systems in these areas currently under renovation. The contractor shall replace the existing EZ-Care alarm Annunciators in three locations (telephone operator, AOD desk and Urgent Care check-in). Upon activation of a Code Blue alarm from any location or activation of an emergency pull station from any of the public bathrooms, the New nurse call system is to transmit the calls to all three locations and specify the location so that help may be dispatched to the proper location. The notifications must be audible and visual so as to draw attention of staff to the alarms. In addition to the nurse call system in patient-care areas of the medical center, the contractor is to also replace all the existing EZ-Care emergency call systems in all public bathrooms in buildings 1 and 3. All emergency calls from these bathrooms are to annunciate in the same 3 locations as the code-blue calls. Contractor shall provide a Migration Application that will allow both EZ-Care and the New nurse call system to co-exist and must maintain the central code-blue system and existing EZ-Care systems. Contractor shall maintain the existing platform and make necessary changes while managing the phasing of the EZ-Care Migration application with the New nurse call system. Contractor shall manage the phasing to deploy the New system network while maintaining the existing network. Additions and Special Features required: The contractor shall provide Workflow Stations in all patient rooms on inpatient wards except for ICU and the Urgent Care Center. The Workflow Stations shall be customizable for the clinical staff needs. The contractor shall provide wireless telephone integration with a minimum of 24 phones for use on the 2nd floor Medical/ Surgical ward and the wards on the 3rd and 4th floor. The New nurse call system shall provide customizable Reporting capabilities so that managers may view and print statistics, call history, response times, etc. The New nurse call system must be able to integrate with Vocera Communications Systems. Other Requirements: All work will be in accordance with current publications of NFPA 70 and NFPA 99. All setup and customization of the new nurse call system will be dictated by appropriate VA personnel. Training: Contractor shall provide a minimum of 7 days of Clinical Training on-site. Training needs to cover all available shifts. Provide a minimum of 3 days on-site Consultation for Workflow applications such as PRN effectiveness. Technical training shall be provided for two VA Electronic/Biomed technicians. Technical training will be provided by the nurse call manufacturer, not the manufacturer representative. All travel, lodging, and meals will be supplied by the manufacturer s representative for the two employees at no additional cost to the Government. Coordinate with appropriate VA personnel to schedule technical training once the project has been completed. Contractor shall work with VA Engineering personnel and ward staff to minimize effects to patient safety and care. Contractor shall provide one complete set of User Manuals for each Nurse Station. Contractor is to provide two complete sets of Technical Manuals/Documentation and User/Operator Manuals to VA Engineering personnel. Hard-Copy and DVD/CD versions. Contractor is to provide complete as-built drawings to VA Engineering personnel upon completion of the project. Phasing: Contractor shall have two weeks to submit a proposed schedule of work for the entire project once notice to proceed has been authorized. The engineering staff will take the proposed schedule to management and appropriate nursing staff to coordinate on any changes that need to be made based on the needs of providing a smooth transition from the existing system to the New system. Allow two full weeks once an agreed upon schedule has been reached before commencing work so that engineering, management and nursing staff can coordinate to minimize the effect on patient care. Any changes to the schedule once work has begun will require, in writing, at least one full week of notification so that necessary staff can coordinate changes to minimize effects to patient care.
