- Sources Sought Synopsis (Request for Interested Manufacturers) FROM: Micah F. Tapp/411 SCMS/GULAB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of the Intercommunication Control (NSN 5831-20-008-8789 or 5831-20-004-4014; PN N301A-067) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Intercommunication Control (NSN 5831-20-008-8789 or 5831-20-004-4014; PN N301A-067). ITEM DESCRIPTION: The Intercommunication Control (i.e. Audio Controller) is utilized on the Air Force TH-1H helicopter. This undergraduate training platform develops multiple pilot skills and transitions those skills faster across multiple aircraft. This Audio Controller, N301A-067, is compatible with military and civilian aviation headsets. It controls the audio from multiple receivers and allows transmission of the microphone audio to a selected transmitter. Intercom operation is also provided. It is FAA certified to TSO C-50c. IMPEDIMENT TO COMPETITION: The original equipment manufacturer (OEM) for this item is as follows: Northern Airborne Technology LTD 1925 Kirschner Road, Suite 14 Kelowna, BC Canada V1Y 4N7 Telephone: 250-763-2232 CAGE 3AB01 The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, the OEM is the only known source with (1) adequate knowledge of this part's performance requirements and (2) possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. This SSS is intended to survey the open market and potentially identify additional sources. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to the OEM listed above in support of the TH-1H helicopter program. Other parties may identify their interest and capability by responding to this requirement no later than 10 March 2017 by email to Micah F. Tapp at micah.tapp.2@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
