The contract will include components associated equipment and support comprised of special tooling, support equipment, test equipment, training equipment/services, sustaining engineering, non-recurring and recurring engineering associated with engineering changes, cost reduction initiatives, parts obsolescence, quality assurance, reliability and maintainability logistics support, publications, test and delivery, and technical, administrative and financial data required to build and maintain the T408 engines. GE has an established supplier base and manufacturing processes which are critical for the quality production and the timely delivery of the T408 engines. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
