SOURCES SOUGHT NOTICE FOR P-614, DESIGN-BID-BUILD, WATERFRONT UTILITIES UPGRADES, NORFOLK NAVAL SHIPYARD, PORTSMOUTH, VA Notice Type: Sources Sought Solicitation No: N40085-17-R-0321 Response Date: 9 March 2017, 2:00 PM Eastern Time Classification Code: Y1NZ “ Construction of Other Utilities NAICS Code: 237130 “ Power and Communication Line and Related Structures Construction Magnitude of Construction: Between $25,000,000 and $100,000,000 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following: P614 - Design-Bid-Build, Waterfront Utilities Upgrades, Norfolk Naval Shipyard, Portsmouth, Virginia This project is for the construction of waterfront utilities upgrades that consist of the following: Install a total of five new permanent substations providing industrial and shore power to Dry Docks (DDs) 2 and 3. Install one new 4MVA substation to existing slab at Building #1475. This substation will supply DD 2 with shore power. Install one new 8MVA substation to existing slab near Building #1475. This substation will supply DDs 2 and 3 with industrial power. Install one new 8MVA substation to the north side of DD 2. This substation will supply DD 2 with industrial power. Replace existing substations P1E and FD with two new 8MVA substations. These substations will supply DD 3 with industrial power. The incoming 11.5kV primary feeds to each substation are from distribution stations at Building #174 and Building #407. The secondary voltage is 480V. Each station includes high voltage switches, transformers, low voltage switchgear, and new electric cables. Advanced metering infrastructure compliant meters are to be installed. Replace existing potable water (PW) distribution lines and risers around DDs 2, 3 and 4. Install new PW lines and risers around DDs 2, 3 and 4 and between the DDs to connect the loop. Underground electrical distribution lines consist of new 480 low voltage electric cables along DDs 2 and 3. Replace all 480V low voltage electric cables, including the turtleback connectors and all the dock side connectors, from new substations to existing turtlebacks connection points along DDs 2 and 3. Replace existing salt water (SW) pipelines and risers around DD 4. Install new SW line and risers running west of DDs 2, 3 and 4 feeding SW lines around DD 2, 3 and 4 and connecting SW line at Hitchcock Street to SW line at Renshaw Avenue. The new SW line will provide adequate flushing and cooling to ships in the small docks. Replace the existing pump at Berth 18 with a skid mounted SW diesel pump. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with ATFP regulations and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Built-in equipment includes provisions for new variable frequency drive and new motor for SW pump station #7, replacement of existing diesel generator and upgrades to potable water booster pump station #3, replace existing diesel generator and upgrade potable water booster pump station #4, replace existing diesel generator and upgrade diesel generator for SW pump station #7 and the Supervisory Control and Data Acquisition connected SW overboard valve. Special aspects of this project include work in the Controlled Industrial Area (CIA) of the shipyard and construction phasing. Operations and maintenance support information (OMSI) will be required in this project. Department of Defense and Department of the Navy principles for high performance and sustainable building requirements will be included in the design and construction of this project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate. Special construction features include rebuilding crane rails and train rails for utility crossing. Site preparations include utility systems demolition, removing paving and slabs, removal and disposal of contaminated earth and fill for soil removal. Paving and site improvements include paving repairs and new equipment slabs. Electrical utilities include underground primary to 8MVA unit substation North and DD 2 North industrial power distribution. Mechanical utilities include the replacement of the fresh water distribution system that supplies DDs 2, 3 and 4. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), small disadvantaged businesses, women-owned small businesses (WOSB), economically disadvantaged women-owned small businesses (EWOSB), and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. If the resulting solicitation is set aside for small businesses firms, it will include FAR clause 52.219-14, Limitations on Subcontracting, which states that śThe concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. ť This office anticipates award of a contract for these services in September 2017. The North American Industry Classification System (NAICS) Code for this project is 237130, Power and Communication Line and Related Structures Construction, with a small business size standard of $36,500,000. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1.Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. 2.Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. Submit a minimum of two (2) up to a maximum of five (5) relevant construction projects for your firm completed in the past ten (10) years that best demonstrate your experience on projects that are similar in size, scope, and complexity to this project. The attached construction experience project data form shall be utilized to demonstrate experience. For purposes of this sources sought, a relevant project is defined as follows: Size: Final construction cost of $12,500,000 or greater. Scope/Complexity: Heavy industrial electrical utilities construction including all of the following: installation of a minimum of 50,000 linear feet of 500 kcmil single cable conductor, substation, shore power station, and complex phasing required to maintain operations of the facilities. Heavy industrial piping and pumping systems for potable or non-potable water systems including ship to shore connections. Work involving placing of utilities through existing underground structures. All submitted relevant projects must meet the size requirement. A combination of projects can be used to collectively meet the three scope/complexity requirements as listed above.
