Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Teledyne Instruments, Inc. (TRDI) for the replacement of an Acoustic Doppler Current Profiler (ADCP) for the Atlantic Oceanic and Meteorological Laboratory Physical Oceanography Division (AOML/PhOD) in Miami, FL. Justification for Sole Source NOAA/AOML/PhOD owns seven (7) TRDI ADCP's. One of the ADCP's has suffered extensive damage. The damaged unit was returned to TRDI and determined to be beyond economical repair and must be replaced. AOML has invested over 1000 man-hours into developing software that specifically utilizes the TRDI data format. TRDI is the only provider of ADCP equipment that can be integrated into the dual ADCP configuration utilized by NOAA/AOML/PhOD during full-ocean depth profiling (two units together in tandem, collecting a common data set). The government does not know of any other ADCP that can be integrated. TRDI is the sole manufacturer for Acoustic Doppler Current Profiling instruments. TRDI is the original equipment manufacturer of the WHS300- I-UG510 ADCP and maintains proprietary rights to all of their equipment. They possess the technical knowledge and patents covering the intricate designs of the instruments and any accessory items associated with that instrument. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the ADCP may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
