- SAFETY BOOTS FOR MEMBERS OF AMERICORPS NCCC Request for Information (RFI) General Invitation and Statement of Purpose The Corporation for National and Community Service (CNCS) is performing market research in support of member safety boots for AmeriCorps National Civilian Community Corps (NCCC). The purpose of this Request for Information (RFI) is to gain a better understanding of the current market, materials, and construction for the boots required and solicit feedback for alternative safety boot options that can meet the needs of AmeriCorps NCCC. CNCS invites all vendors with expertise and experience in the recruitment field to respond to this RFI. Per FAR 52.215-3, the Government does not intend to award a contract on the basis of this solicitation or otherwise pay for the information solicited. Agency and Program Background AmeriCorps NCCC is a ten month, full-time, team-based residential national service program for young men and women ages 18-24. The program is built on the belief that civic responsibility is an inherent duty of all citizens and that a national service program can effectively work with local communities to address pressing needs. The specific mission of AmeriCorps NCCC is to strengthen communities and develop leaders through direct team-based national and community service. AmeriCorps NCCC has five regional campuses located in Baltimore, Maryland; Sacramento, California; Vicksburg, Mississippi; Denver, Colorado and Vinton, Iowa, and members complete service projects in all 50 states and the U.S. territories in partnership with nonprofit organizations, state and local agencies, and community and faith-based groups. AmeriCorps NCCC maintains two programs, Traditional NCCC and FEMA Corps. Traditional NCCC is a program where members perform a variety of service projects, such as leading youth development activities, constructing and rehabilitating low-income housing, performing environmental clean-up, helping communities develop emergency plans, and addressing other pressing local needs. AmeriCorps NCCC members are assigned to one of the five regional campuses, placed into teams of approximately ten members, and complete three to four projects, each one six to eight weeks in length, responding to local community needs in every state. FEMA Corps is an AmeriCorps NCCC program for young adults developed in partnership with the Federal Emergency Management Agency (FEMA) who want to gain professional skills in emergency management while serving with FEMA on disaster response and recovery efforts. The members work solely on emergency management and long-term recovery activities within FEMA helping coordinate services for disaster survivors. Relevant Background and Current Safety Boot Requirements AmeriCorps NCCC currently provides up to 2,200 members with a composite toe safety boot that last for their 10 month service commitment. The members wear these boots on a daily basis on projects that range from construction of a house, to building trails in parks, to building and installing fences, to mucking and gutting homes after disasters. AmeriCorps NCCC also provides a select number of members (approximately 100), with boots suitable for wildland fire fighting. These boots require different characteristics due to the unique service and safety requirements for the members performing this work. Purpose of the RFI The information requested in this RFI will assist the Federal Government in gaining a better understanding of the current market and costs for a safety boot and identify possible sources for delivering the supplies required. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Federal Government will not pay respondent for any information or administrative costs incurred by responding to this RFI. This RFI does not commit the Federal Government to any supply or service. Although "proposal": and "offeror" may be used in this RFI, your response will be treated as information only; it shall not be used as a proposal.
