Description
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is to provide all labor, materials, and equipment necessary for the renovation of Building 1850 at the 439th Wing Headquarters at Westover ARB, MA. The project includes selective demolition and complete renovation of the facility (28,000 SF), as well as purchase and installation of the furniture and demountable partitions package. The project also consists of the design and construction of temporary facilities on a nearby site, furnishings for the occupants during construction, and relocation services for occupants. Building 1850 demolition work includes removal of exterior doors and windows, portion of exterior walls, interior doors, partitions, ceilings, flooring, mechanical systems, lighting, electrical systems, telecommunication systems, portions of the roof and structure, landscaping, sidewalks, and parking lots. Renovation work includes new sloped shingle roof and structure, windows, exterior doors, interior and exterior walls, ceilings, flooring, interior doors, lighting, mechanical systems, electrical systems, telecommunication system, sidewalks, and parking lot reconfiguration. Work also includes purchase and installation of a complete furniture and demountable partitions package. Work for the temporary facilities includes the design and construction of site work, utility connections, and sidewalks, at least one or up to four prefabricated modular office facilities or office trailers, and a complete furniture package. Temporary facilities shall include restrooms, private offices, open office areas, conference rooms, break room, storage space, water and sanitary sewer connections, mechanical systems, electrical systems, and telecommunication systems. Contract duration is estimated at 720 calendar days. The estimated cost range is between $10 Million to $25 Million. NAICS code is 236220. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey via email by 10 March 2017 at 1:00 PM Eastern Time. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience - Interested construction firms must provide no more than three (3) example projects with either greater than 90 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least two references. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. a. Projects similar in scope to this project include, but are not limited to: offices, administrative areas, schools and training facilities. Projects considered similar must also demonstrate that a significant portion of the project involves a major renovation of an existing facility. Projects that are entirely new construction are not considered similar in scope. b. Projects similar in size to this project include: building(s) having a combined square footage of at least 18,000 SF c. Based on the information above, for each project submitted, include: 1. Current percentage of construction complete and the date when it was or will be completed. 2. Scope of the project 3. Size of the project (building SF) 4. The portion and percentage of work that was self-performed. Describe the work your company self-performed. 5. Provide 2 references Also include the following: Provide descriptions your firm's past experience on projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size and scope. Provide documentation demonstrating DBB experience for building renovation projects of similar types of buildings involving management of multiple sub-contractors. An IDIQ contract may be submitted only if a single task order could be considered similar to this project. Task orders may not be combined in order for the contract to be considered similar. Prime Contractor must have self-performed at least 15% of the direct contract labor (including testing and layout personnel), exclusive of other general condition or field overhead personnel, material, equipment, or subcontractors for a project to be considered similar. State the percentage and type of self-performed work for each project. 5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
