- SSN QUESTIONS This is a Sources Sought Notice to identify businesses that are capable of providing Executive Assessment Development for the Office of Personnel Management. The U.S. Office of Personnel Management (OPM) has a need to develop assessments for selecting individuals into the Senior Executive Service. The Senior Executive Service includes most managerial, supervisory, and policy positions classified above General Schedule (GS) grade 15 or equivalent positions in the Executive Branch of the Federal Government. The assessments developed will need to measure the competencies falling under the Executive Core Qualifications (ECQs). The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential in relation to non-technical competencies. The ECQ competencies and their definitions are provided in Appendix A. OPM has published guidelines for the Senior Executive Service qualifications found here: https://www.opm.gov/policy-data-oversight/senior-executive-service/reference-materials/guidetosesquals_2012.pdf.
