- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about a Design for Façade Repairs at the VA Hospital in Albany, NY. The requirement is detailed in the Statement of Work section of this document. (e) Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Tony.Clemente@va.gov. - Contractors shall identify the NAICS code for the product being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Stratton VA Medical Center A/E Contract No. VA528-P-?? Albany, New York Architect/Engineer Statement of Work Project No. 528A8-13-812 Façade Repairs Phase 2 General Scope of Work: Under a previous project, an Existing Conditions Assessment Report (Report) was prepared for Building 1 of the Stratton VA Medical Center (VAMC) located at 113 Holland Avenue, Albany, New York, 12208. Building 1 is the main and largest building on the facility grounds comprising of four wings off a central hub. The Report is a compilation of narrative descriptions, sketches, photographs, data and unit costs describing aspects of the façade and roofs that require repair, replacement or other appropriate attention. Under this Scope of Work (SOW), the Architect-Engineer (A/E) shall provide services in the preparation of construction drawings, specifications and related documents for the area surrounding the main pedestrian entrance to the building which is depicted on the attached plan portion of the Report as elevations: A-1, A-2, A-3 B-8, B-9, B-10 Core-1, Core-2, Core-3 A-Wing Roof Plan B-Wing Roof Plan This SOW also includes construction period services such as assistance with the preparation of bidding documents, pre-bid, post-award and construction phase meetings, responses to contractors questions during the bidding and construction phases, submittal review, evaluation of construction change requests and project wrap-up. A more detailed list of the required construction phase services is included later in this SOW. Background: The Samuel S. Stratton VA Medical Center was constructed in the late 1940 s based upon plans by Green & James, Architects & Engineers, Buffalo, New York and Eggers & Higgins Architects & Engineers, New York, New York dated December 10, 1947. The Main Hospital (Building 1) generally consists of a partially exposed basement level, 11 main stories and 3 stories of mechanical penthouse space. Floor designations range from the basement level to levels 1 through 14. Various additions have been constructed. Generally, these additions were not evaluated under the 2009 survey, except where they tie into Building 1. The Main Hospital (Building 1) is approximately 417 feet in width (east to west), approximately 183 feet above grade and 484 feet in length (north to south). The exterior wall system of the original structure generally consists of alternating spans of yellow and red brick veneer and limestone bands, CMU back-up wall and steel and reinforced concrete column and slab frame structure. Soapstone accent panels are present between the windows on the central tower and the end of each wing. Horizontal limestone bands are present between the red and yellow brick areas at the heads and sills of the windows. Low slope roofing consists of EPDM and single-ply membrane, sometimes ballasted or with applied coatings. Limestone coping stones are typically present at all roof areas and in some cases are covered with metal coping. The brick masonry is in generally good to fair condition with a few areas in poor condition. There are areas of stone and masonry exhibiting step cracking, mortar loss, spalled/damaged/cracked/displaced face brick and efflorescence/corrosion/dirt staining, which require repair or attention in other ways. Expansion joints and stone veneers are generally in need of sealing. The interior parapet walls on all wings are typically covered with a reinforced waterproofing membrane, installed approximately 12 years ago, that extends up the wall from the top of the roofing base flashing to approximately half way across the limestone coping. Trapped moisture has deteriorated the veneer of the interior parapet walls underneath the waterproofing membrane. B1. Construction Cost Estimate for the area requiring full design: B2. Boeckh Index: The estimated construction contract price set forth herein is based on the Boeckh Index of 2,717.1 for the period July August, 2010. This limiting cost will be adjusted as the Boeckh Index changes from the date of this fixed limit to the date the bids on the construction contract are opened. A/E Pre-Construction Design Submittals: The submittals below are required for this project: Un-Reviewed Design/Construction Drawings for Specified Area Prepare a submittal of the draft design/construction drawings, specifications, material submittal register, bid schedule, construction schedule and cost estimate for VA review. Prior to the submission of the final drawings and specifications, the A/E shall conduct a site walk-thru with the COR for each of the trades included in the project to demonstrate that the work shown on the drawings can be physically constructed as depicted. Response to previous compiled comments provided by the COR, if any. Final Design/Construction Drawings for Specified Area Submittal of final design drawings, specifications, including updated material submittal register, bid schedule, construction schedule and cost estimate upon acceptance by the VA. Electronic drawing files in AutoCAD and Adobe PDF file formats. Response to previous submittal review comments. Construction Contract Period: 360 Calendar Days. Construction Period Services: Solicitation Phase: Provide bidding assistance and evaluation. Attend Pre-Bid or Pre-Proposal Conference. Provide written clarifications to questions about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded to the VA Contracting Officer and COR and not to the bidder/offeror. Construction Phase: Attendance at the Pre-Construction Conference (PCC). Provide on-site inspections as requested with a minimum of two included in the base cost. Provide a cost per site visit for additional site visits. The A/E is expected to be available within 48 hours after the VA requests a site visit. Provide shop drawing and material submittal review and evaluation for comment to the COR when required or requested by the COR. Provide review and evaluation of contractor s fee proposals and contract changes to the Contracting Officer and the COR as requested or required. Attendance at the final inspection, which is not to be considered one of the base site visits. Preparation of Record Drawings. Stratton VA Medical Center Resources and Guidance: Available drawings and information concerning existing conditions as required. VA Design guidance at http://vaww.va.gov/facmgt/standard/aeinfo/aesubmin.doc VA recommendations, as applicable including those for meeting security, safety, and infection control standards required during construction. Original construction documents marked As Built but not updated. A/E must field verify As Built drawings. Other project documents as applicable, which have renovated areas under consideration as an alternate route. Schedule Of Fees: The total fee of all A/E services performed will be as negotiated unless further modified in writing by the VA Contracting Officer. Requests for payment for services shall be made following the completion and acceptance of each submittal stage checked below. Partial payments during construction, including site visits, may be approved based on the percentage of work completed. (Includes 5 days for VA review ) Submittals: The A/E will provide electronic copies in AutoCAD and Adobe PDF format and four (4) printed copies of all documents referenced in paragraph C above at each review stage.
