The Northeast Region of the U.S. Fish and Wildlife Service, (FWS) is seeking qualification statements from Architect-Engineering (A-E) firms for various services including: architectural, mechanical, electrical, plumbing, structural design, construction administration, inspection, aquaculture systems, general and environmental studies, value engineering, energy conservation design practices, as well as other types of A-E services, to occur in the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, and West Virginia. 1.CONTRACT STRUCTURE The Government intends to award up to five (5) Firm-Fixed-Priced, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. At least two contracts shall be awarded to A-E firms that demonstrate proficiency in systems pertinent to Aquaculture Systems. The work will be required on an as-needed basis during the life of the contract. The estimated date of contract award is on or before June 5, 2017. This IDIQ contract is being procured in accordance with the ¿Selection of Architect-Engineering Statute (formerly the ¿Brooks Act) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications as listed below in Section 7, Evaluation Criteria and as outlined in Federal Acquisition Regulation (FAR) 36.602-1. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the evaluation criteria. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised). Each contract will have a minimum guarantee amount of $5,000 and a maximum of no more than $1,000,000 over the five year period. The Government will prepare an estimate for each contract task order using the negotiated contract rates for each ordering period and negotiate the effort to perform the particular project. Each task order will have a project specific period of performance. The task orders issued under the awarded contracts will be competed in accordance with Fair Opportunity, FAR 16.505 (b)(1). 2.SMALL BUSINESS SET-ASIDE: This proposed contract is being solicited as a 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) Codes are 541330-Engineering Services with a Small Business Size Standard of $7.5 million and 541310 Architectural Services, with a Small Business size standard of $15.0 million. FAR clause 52.219-14 Limitations on Subcontracting is applicable to this acquisition. 3.REQUIRED REGISTRATIONS: To be eligible for contract award, a firm must be registered in System for Award Management (SAM). Failure to register in the SAM Database may render your firm ineligible for award. Registration can be found via the SAM Internet Site at https://www.sam.gov. For questions you can contact their Service Desk at 1-866-606-8220. In accordance with the FAR 36.601-4(b) the A-E firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g., state registration number, or a brief explanation of the firm ¿s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm ¿s elimination from consideration. 4.SUBMISSION REQUIREMENTS: Architect-Engineer Firms which meet the requirements described in this announcement are invited to submit a complete SF 330 package. Copies of the SF 330 may be obtained from the GSA Forms Library or on-line at https://www.gsa.gov/portal/forms/download/116486. All responses for the SF 330/Packages to this announcement must be received no later than 4:00 p.m. EST, Monday, 03/27/2017. Electronic (E-mail, facsimile, etc.) submissions are not authorized. Hand carried packages will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during this announcement period. One (1) original and five (5) hard copy formats of the SF 330 Form/Package must be submitted in a three ring binder (NO SPIRAL BOUND) to the Contracting Officer, Ryna Russell at: U.S. Fish & Wildlife Service, Region 5 ATTN: Ryna Russell, CGS 300 Westgate Center Drive Hadley, MA 01035-9589 One (1) electronic format (format must be approved by the contracting officer) copy of the SF 330/Package must be included with the hard copy package. Email the type of electronic format you will be submitting with your package to ryna_russell@fws.gov no later than Monday, 3/20/2017. You will receive a notification email if your format is not acceptable. Responses shall not exceed 100 pages single sided print or 50 pages double-sided print using standard page size (8.5-in. by 11-in.). For all content added by firm, standard page margins (1-in on top, bottom, left and right side of pages), and standard font size (11-12 pt.) apply. Default font size as included in the SF 330 forms available from GSA is acceptable other than headers, footers, tables, spreadsheets, figures, and graphics which can be provided at not less than 8 point font. Pages that will be counted toward the page limitation will have page numbers. Up to three (3) pages of the total page count may be presented on 11-in. by 17-in. page size as long as it is strictly limited to the presentation of tables, spreadsheets, figures, or graphics. All pages submitted will be considered as part of the page count except as listed below. Pages not counted toward the page limitation need not have page numbers, but additional pages that are determined to be not applicable will be removed from the submission by the Contracting Officer and will not be evaluated. Pages that are acceptable for submission but are not part of the page count are as follows: ¿A cover letter strictly limited to one (1) page; front cover, back cover, and divider pages/tabs (must not contain information related to evaluation criteria); pages defining acronyms; past performance submissions; joint venture paperwork; and Part II ¿ General Qualifications. In the General Qualifications Special Instructions Block 9, firms are to use the positions listed in the evaluation criteria for disciplines and include any other relevant Function Codes included in the SF330. Please include a separate Part II for each branch office and each sub-contractor as applicable to this announcement that the firm intends to use for this contract. ¿Joint Ventures or partnerships are not required since this is a set-aside for small businesses; however, if you wish to submit one you may do so. If a firm is competing for this contract under a contractor team arrangement as defined in FAR Subpart 9.6, the firm must submit, along with their SF 330, a written, notarized agreement identifying the contractor team arrangements and fully disclosing the company relationships. In the event this written documentation is not complete at the time of the SF 330 submission, the partnership or joint venture shall submit a notarized letter of intent documenting the intent to form the partnership or joint venture to act as a potential prime contractor for award of this contract and fully disclosing the company relationships. The partnership or joint venture may (but need not) be in the form of a separate legal entity. The partnership or joint venture need not be registered in SAM.gov at time of SF 330 submission, but each partner in the partnership or joint venture must be registered at the time of submission and the partnership or joint venture must be registered in SAM.gov prior to contract award. Any joint venture or partnership must be compliant with the NAICS Size Standards for Architectural and Engineering Services. Telephone inquiries will NOT be accepted. Reference the solicitation number and title in the subject line. The cutoff for submitting questions and inquires to this synopsis is 1:00 p.m. EST, Friday, March 17, 2017. Nothing in the synopsis is changed unless an amendment is posted on www.fbo.gov. Each firm is responsible for reviewing the questions and responses posted in FBO as an amendment prior to their submission of the SF 330 package. 6.DESCRIPTION OF WORK: Architectural-Engineering services are required for the preparation of plans, specifications, cost estimates, related studies, including energy conservation and all associated A-E services for the planning, design and construction of buildings and aquaculture facilities (e.g., water treatment, effluent treatment, ponds, raceways and recirculation systems). Design services include evaluation; analysis; inspection; project scoping; construction administration; schematic and final design (contract ready construction documents) produced by the A-E and stamped by licensed professionals as required in each task order. The prepared drawings shall be furnished in the most recent release of AutoCAD Design Software and suitable Building Information System software, or other format approved by the Contracting Officer. Construction specifications shall be in the Construction Specification Institute (CSI) format or other format approved by the Contracting Officer. The A-E firm shall provide all necessary personnel, facilities, equipment, materials, and sub-contractor services based on the needs of individual requirements. A-E services include, but are not limited to: 6.1.Designs in a wide range of renovation, repair, maintenance, and new construction of government owned facility projects including but not limited to: a)New construction or rehabilitation of administration buildings, visitor centers, maintenance buildings, vehicle storage buildings, and residential quarters. b)New construction or rehabilitation of aquaculture system components including: water treatment to ensure suitability of water for targeted species; recirculating systems to extend re-use of system water; and effluent treatment to comply with National Pollutant Discharge Elimination System (NPDES) permitting. c)Site work, including utilities, grading, drainage, paving and landscaping. d)Preliminary conceptual designs/design development; Multi-phased design and construction programs. e)Performance of all phases of preliminary investigation, design, construction inspection (quality assurance) and construction administration services. f)Energy conservation design, sustainability, waste reduction, and the use of recovered materials. g)Other types of projects include: alternative energy modifications or initiatives to existing facilities; LEED certified projects and process; compliance with 2016 Guiding Principles for Sustainable Federal Buildings, and design work for roads, trails, boardwalks, observation decks, parking lots, bridges, dams, dikes, pumps, water control structures, water supply, raceways, holding ponds, kettles or basins, boat landings, and recreational facilities. h)Knowledge of historic structures, preservation design practices, and the guiding principles of the Secretary of Interior Standards for Historic Preservation. 6.2.Studies and reports, including but not limited to: a)Investigative services may include feasibility statements, value engineering services, reports, design analyses, constructability and peer reviews, surveys, environmental studies and detailed construction cost estimates. b)Existing building system (architectural, structural, seismic, mechanical, electrical, plumbing, etc.) evaluations. c)Existing site system (sanitary, drainage, etc.) evaluations. d)Generating and evaluating alternative architectural, structural, electrical, mechanical, or other systems. e)Performing field investigations and building assessments. f)Performing site surveys and inspections and preparing drawings, calculations, cost estimates, economic analysis, and other work necessary to complete quality studies and reports, including facility inspections and deficiency studies. g)Geotechnical, topographical, and hydrographic surveys. h)Environmental (lead, asbestos, sediment, soil, radon, effluent discharge, etc.) surveys, sampling and testing. i)Preparing documentation for and participating in regulatory permitting processes, dealing with state regulatory agencies, including State Historic Preservation Office (SHPO), Department of Environmental Protection (DEP), Department of Environmental Conservation (DEC), etc. 6.3.Other A-E Services a)LEED certification, Commissioning and retro-commissioning of buildings and building systems. b)Construction administration and inspection services, review of contract submittals, preparation of as-built drawings, and related services. c)A/E advisory services to Government for Design-Build projects. d)Other A/E services consistent with FAR 36.601-4. 7.EVALUATION CRITERIA: Standard Form 330 (SF 330) will be evaluated to determine the most highly-qualified firm based on criterion responses, 7.1-7.5. Failure to provide requested data or to comply with the instructions in this notice could result in a firm being considered less qualified or eliminated from consideration. The A-E firm must demonstrate its qualifications and the qualifications of each key team member with respect to the following criteria listed in descending order of importance: 7.1.SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (30%) On the SF 330 Part I, Section F, identify five (5) projects completed within the past five (5) years preceding the date of issuance of this notice that best demonstrate competence and specialized experience identified in the Description of Work, section 6.1 through 6.3 to satisfy the anticipated work under this contract. Submission Requirements: Firms are required to submit a total of five (5) projects from either the Federal Government or the Private Sector that demonstrate competencies as stated in Section 6. At least three (3) of the projects shall be from the prime contractor and up to two (2) projects may be from key sub-contractors. The key sub-contractors for the projects shall have resume(s) for at least one of the disciplines identified in Section 7.2. The prime contractor shall utilize the same sub-contractors for the duration of the contract unless the Contracting Officer approves a substitution. A task order on an IDIQ contract is considered a project as is a standalone contract award. Do not list an IDIQ contract as an example of a completed project. Evaluation Methodology: Evaluation will be based on a subjective assessment by the board of the firm ¿s ability to effectively address the specialized experience and technical competencies. Federal Government projects have different rules and requirements than private sector projects; therefore, firms that demonstrate more experience with Federal Government projects will be considered more highly qualified than those that have experience with private sector commercial projects. A firm that more effectively demonstrates a diverse experience range consistent with the description of work will be considered more highly qualified than one that is not able to. Prime contractor experience will be considered more important than key sub-contractor experience in determining the most highly qualified firms. 7.2.PROFESSIONAL QUALIFICATIONS: (25%) SF 330, Part I, Section E and G Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G. Key personnel are individuals who will have major contract or project management responsibilities. Disciplines required are as follows: Project Manager*, Architect*, Civil Engineer*, Mechanical Engineer*, Electrical Engineer*, Structural Engineer*, Fire Protection Engineer*, Geotechnical Engineer*, Environmental Engineer* *Professional engineering license, registration or certification required. Provide registration number and state of registration in résumé or type of certification as applicable. Submission Requirements: Complete SF 330 Part I, Section E, for each key person who will participate in this contract. The selected firm must have, either in-house or through sub-contractors, the disciplines listed above, with registration required where applicable. Resumes must be provided for these disciplines, including sub-contractors. If an individual will serve in more than one discipline, then those disciplines shall be clearly indicated on the SF 330, Part I, Section E Block 13, Role in this Contract. Resumes shall be no more than 2 pages and will be considered as part of the page limitation. Should a firm be selected for contract award, additional positions, labor categories and their associated rates will be subject to negotiation. Substitutions of Key Personnel shall be approved by the Contracting Officer. Key Personnel must oversee all task order work in their disciplines, unless a substitution is approved by the Contracting Officer. In Part I, Section D of the SF 330, provide an attachment of the organization chart of the proposed team showing the names and roles of all key personnel listed in Part I, Section E with the associated firm listed in Part I, Section C. This attachment will be included in the total page count. The organization chart shall identify the overall relationship and lines of authority of the proposed team, including key sub-contractors. (Note: Not all individuals listed on the organization chart are required to have a resume in Section E). Evaluation Methodology: Evaluation of each discipline will consider education, registration, relevant experience, and longevity with the firm. Evaluation will be based on a subjective assessment by the board of the firm ¿s ability to effectively address the professional qualifications as described above. A firm that provides resumes for key personnel with greater levels of education, relevant experience, and longevity with the firm will be considered more highly qualified than one that provides less qualified personnel, with less education, less relevant experience and a shorter duration with the firm. Failure to provide a balanced workforce in the disciplines required to satisfy the requirements of the scope listed above will result in the firm being considered not qualified. 7.3.PAST PERFORMANCE: (20%) SF 330, Part I, Section H Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Contractor Performance Assessment Reporting System (CPARS), or Past Performance Questionnaires (PPQs). Submission Requirements: A performance record must be submitted for each project included in the SF 330 submission Part I Section F. DO NOT submit past performance for projects not included in Section F. If a completed CPARS evaluation is not available, the Past Performance Questionnaire (PPQ), Attachment B, included in this notice is provided for the firm or its team members to submit to their client for each project the firm includes under Section 7, Criterion 7.1 - Specialized Experience. A firm shall not submit a PPQ when a completed CPARS is available. Past performance submissions shall be submitted under a separate tab labeled ¿Past Performance ¿. Supplemental past performance information may be submitted in Section H, but will be included in the page count. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 7.1 - Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total and will be included in page count. Evaluation Methodology: Past performance will be evaluated in terms of cost control, quality of work, and compliance with performance schedules. Evaluation will be based on a subjective assessment by the board of the past performance evaluations submitted. Evaluation of past performance may also include information provided by the firm, customer inquiries, Government databases, and publicly available sources. A firm without a record of relevant past performance or for whom information on past performance is not available; the firm may not be evaluated favorably or unfavorably on past performance. Failure to provide requested data, accessible points of contact, or valid phone numbers may result in a firm being considered less qualified. 7.4.CAPACITY AND QUALITY MANAGEMENT: (15%) SF 330, Part I, Section H Firms will be evaluated on the capacity to accomplish the work in the required time and the firm ¿s ability to plan for and manage work under the contract. Submission Requirements: 1.Describe the firm ¿s present workload and the availability of the project team (including sub-contractors) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. 2.Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable. 3.Describe the firm's quality management plan, including quality assurance process, coordination of the in-house work with sub-contractors and prior experience of the prime firm with any significant sub-contractors. Evaluation Methodology: Evaluation will be based on a subjective assessment by the board of the firm ¿s ability to effectively address the Capacity and Quality Management as described above. General statements of availability/capacity may be considered less favorably. Teams with a demonstrated history of working together may be considered more favorably. A firm with a longer relationship with key sub-contractors may be considered more highly qualified than one with a shorter relationship with key sub-contractors. 7.5.GEOGRAPHIC LOCATION: (10%) SF-330, Part I, Section H Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Submission Requirements: 1.Provide the location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members. 2.Provide a narrative describing the team ¿s knowledge of the primary geographic areas in which projects could be located. 3.Provide a narrative to describe the team ¿s ability to provide timely response to requests for on-site support. Include both primary and sub-contractor ¿s support as required. Evaluation Methodology: Evaluation of firms will include consideration of the firm ¿s location and familiarity within the general geographic area of the anticipated projects, primarily the 13 northeast states as referenced above in ¿Place of Performance ¿. Teams with a demonstrated history of providing timely support may be considered more favorably. 8.MISCELLANEOUS: 8.1.Once evaluations have taken place, the selection of the most highly qualified firms will be determined and a Request for Proposal (RFP) will be issued to the A-E firm requesting discipline labor rates. The list of discipline labor rates must at a minimum include those positions listed in the evaluation criteria. The A-E firm has fourteen (14) calendar days to submit their price proposal after the selection of the most highly qualified firms. Firms are also expected to provide a detailed breakdown of overhead rates and include a Defense Contract Audit Agency audit or an audit by another 3rd party of the proposed rates. Late responses will be handled in accordance with FAR 52.215-1. 8.2.Negotiations will take place to reach an agreement on fully loaded labor rates and the contract award will be finalized. 8.3.All firms not considered amongst the most highly qualified will be notified.
