Description
Headquarters Kosovo Force (HQ KFOR) intends to issue an Invitation for International Bidding (IFIB) for the provision of 24 vehicles of different categories to HQ KFOR, which is located in Pristina, Kosovo. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB) and 3) be nominated to the bidders list by the U.S. Government. The reference for the IFIB is IFIB-ACO-KFOR-17-10 and all correspondence regarding the IFIB should include that reference. The contract will be awarded to the lowest technically compliant bidder. Partial bidding is authorized per Lot. The following categories of vehicles are expected to be procured by KFOR HQ: Lot A: Thirteen (13) medium size SUV, personnel vehicle rough terrain (4X4) Lot B: Six (6) normal size SUV, personnel vehicle rough terrain (4X4) Lot C: Four (4) multi-purpose, vehicles up to nine (9) seats (MINIVANS) Lot D: One (1) Light flatbed truck (SWB) with covered loading area. HQ KFOR will directly e-mail the IFIB to all firms on its bidders list. It will post an abstract of the IFIB on the following website: http://www.shape.nato.int/page136374522 BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate potential U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidder list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of your company's point of contact for the IFIB After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 15 March 2017 IFIB release (planned): 30 March 2017 Bid closing (planned): 16 May 2017 Period of Performance: Fourteen (14) calendar weeks
