Description
Description of required OCP patches. Clauses incorporated by full text This solicitation is being issued as a combined synopsis/solicitation for OCP Unit Patches. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912LQ-17-T-0005 is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective 19 January 2017. This procurement is being issued as a Small Business Set-Aside. The basis for award will be lowest price technically acceptable (LPTA). An option has been added if additional patches are required. The below commercial items are requested in this solicitation. Interested vendors should provide firm fixed price (FFP) for the following contract line items. Item 0001 Quantity: 4,200 Each Description: Scorpion VA NG Unit OCP Patches Virginia Army National Guard OCP Patch in Scorpion with fastener. Vendor is advised that a pattern showing the replacement and the number of stitches may be obtained from The Institute of Heraldry (TIOF). Any vendor proposing must be an authorized vendor approved by the TIOF. INFORMATION 1. The following individuals are designated as points of contact (POC) for purposes of this contract: (a) Payment inquiries: TBD Invoices must be submitted via WAWF (refer to DFARS clause 252.232-7006 for further guidance). After successful submission of your WAWF invoice, send an email notification to ng.va.vaarng.list.ngva-aqs wawf@mail.mil. Failure to do so may cause a delay in payment. 2. The attached document titled "VA ARNG Patches" contains a photograph and description for reference. 3. All insignia must be manufactured by firms certified by The Institute of Heraldry (TIOH). Procurement of insignia from non-certified manufacturers or from foreign or offshore sources is not authorized. Manufacturers who are interested in becoming certified manufacturers are referred to the Director, Institute of Heraldry for certification. 4. All insignia shall be made in accordance with the specifications and tools provided by TIOH. 5. Shoulder Sleeve Insignia (SSI) shall be manufactured in accordance with MIL-I-1465. The contractor is advised that a "cartoon" (pattern) showing the placement and the number of stitches for the SSI may be obtained from TIOH. 6. The manufacturer is required to submit preproduction samples of all insignia to TIOH. Once samples are approved, TIOH will issue a letter to the manufacturer authorizing manufacture of the insignia item. National Guard regulations require that a copy of this letter be forwarded to this office by the manufacturer prior to completion of the order. Detailed information for the submittal of this approval letter will be provided in the contract award documentation. 7. Award will be made to the lowest priced, technically acceptable (LPTA) quote(s) that represents the most advantageous scenario to the government. Multiple awards will not be considered. (a) To be determined technically acceptable, the following minimum requirements must be met: i. To be eligible for award, vendors must have an active system for award management (SAM) registration (www.sam.gov). ii. The quoted product must meet all minimum specifications as detailed in the purchase description. (b). Vendors who do not provide all of the required information with their quotes will not be considered. 8. An option to purchase additional patches has been included with the soliciation. If exercised, the additional patches will be purchased within 30 calendar days of the contract being signed by the vendor and Contracting Officer. 9. All questions shall be submitted in writing three business days prior to the quote due date. Quotes are due no later than the time and date specified on the Federal Business Opportunities website and must be emailed to betsy.l.lawrie.mil@mail.mil.
