- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a contract to Northrop Grumman Systems Corporation, 600 Hicks Rd., Rolling Meadows, IL for the procurement the ALQ-213 EWMS and the AN/AAQ-24 LAIRCM systems and technical data for the P-8A aircraft. This contract will include component and system level software and hardware integration and testing prior to system delivery at Boeing, the P-8A aircraft manufacturer for installation onboard the P-8 aircraft. The contract will include ALQ-213 and AAQ-24 obsolescence management and provide the means for resolution or removal of obsolete parts while maintaining a fully operational ALQ-213 and AAQ-24 system for the P-8A. This contract will include trainers, trainer spares, initial spares, technical support associated with Aircraft integration and Ground and Flight Test Functions, and Repair of Repairables of ALQ-213 and AAQ-24 components delivered to Boeing. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Northrop Grumman Systems Corporation, as this company is considered the only responsible source capable to provide the ALQ-213 and AAQ-24 systems. Northrop Grumman is the sole integrator of the P-8A DIRCM System (ALQ-213, AAQ-24 and ALE-47), and therefore is the only vendor capable of providing the systems to meet the Government requirement. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. Responses must be received within 15 days of publication of this notice.
