Description
ARTCC ZOB Replacement Power Panels The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for Air Route Traffic Control Center (ARTCC) Electrical Manhole (EMH) Sump Pumps and Monitoring System Replacement Project. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE Project general scope for the replacement of the Electrical Manhole (EMH) Sumps Pumps and Monitoring System at the Cleveland Air Route Traffic Control Center (ARTCC) in Oberlin, Ohio, as follows: 1)Removing existing equipment includes, but is not limited to: pumps, control panel, partial piping, high water level sensor, and oil switch etc. in each electrical manhole, namely: EMH-B, EMH-C, EMH-D, EMH-E, EMH-G, EMH-H, EMH-J, EMH-K & EMH-Kl. Clean and prepare sump pit for new installation of dewatering pumping systems. 2)Provide two new dewatering pumps, duplex control panel for each electrical manhole: EMH-B, EMH-C, EMH-D, EMH-E, EMH-G, EMH-H, EMH-J, EMH-K & EMH-KI 3)New controllers/panels will be located in the Admin chiller room, Auto Wing basement, PSB and the Hazmat building. 4)Provide new high water level and oil alarms. All alarms shall be connected to the existing DDC system. 5)Other new work as shown on drawing ZOB-D-ARTCC-M032 (to be provided with solicitation). The contractor must furnish all equipment, labor, material and tools required for this project All work shall be in accordance with the plans and specifications to be provided upon release of solicitation. The total estimated price of the proposed construction project is between $100,000 and $200,000. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price for the project. The North American Industry Classification System (NAICS) is 238220, Plumbing, Heating and Air Conditioning Contractors. The small business size standard is $15 Million, and will be a competed action, 100% small business set-aside. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Offerors must receive a œGo on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a œGo rating the offeror must have 5 years of experience performing mechanical work, be able to provide the necessary bonding for a project of this size (construction estimate of $100,000 to $200,000), and complete the following documents: 1.Past Experience Information* 2.Sensitive Security Information Form 3.Business Declaration *To receive a œGo rating for past experience, the offeror must provide three (3) mechanical projects,that are similar to the current EMH Sump Pump project, with project values over $100,000.00 per project, completed in the past three years, at FAA facilities or similar facilities. The information provided will also be used as part of the responsibility determination. Responses must be emailed to patricia.mogck@faa.gov, no later than 17:00 (Central Standard Time) on 03/06/2017. Please place "Attention: ZOB Electrical Sump Pump Replacement Project in the subject line of your email. Requests received after this date and time will not be honored. Failure to submit all required information will deem the request for solicitation as non-responsive. NOTE: Contractors must have active registration in System for Award Management (SAM), formerly the Central Contractor Registration (CCR,) before award can be made.
