Description
DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey to identify potential sources that can fulfill the 40mm Low Velocity (LV) Door Breach (DB) requirements. DB is officially referred to as the XM1167 40mm Door Breach LV Cartridge. XM1167 is a 40mm Low Velocity cartridge that will be fired from the M320 and M203 grenade launchers. The ammunition should be capable of breaching a variety of wood and metal doors in single/double door configurations while not endangering the gunner. PLANNED ACQUISITION: A five (5) year contract is being contemplated for this acquisition. The planned acquisition will include an Engineering & Manufacturing Development (EMD) phase (FY18) and will also include options for Low Rate Initial Production (FY19) and Full Rate Production starting in FY20. The Government anticipates that the EMD phase will be Cost Plus Incentive Fee (CPIF) and that the LRIP and FRP Options will be Firm Fixed Price (FFP). Full & Open Competition procedures will be used. SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their capability to provide 40mm Low Velocity Door Breach ammunition (XM1167). Interested companies should provide their company name, address, company size (including # of employees), Point of Contact's name, telephone number and email address. In addition where applicable, request that respondent provide the following information: (1) A description of the ammunition's design, item nomenclature, performance, safe separation distances/lethality characteristics, weapon compatibility (M320 & M203). (2) What types of door have been breached with this ammunition (include specific door material, thickness, lock type, swing, number of rounds required)? (3) What is the minimum and maximum engagement distances? (4) What is the maximum engagement angle? (5) Summary of technology readiness level (TRL) i.e. cartridge, fuze, warhead. (6) Are novel explosives or warhead designs utilized? If so, describe novel design features. (7) If available, based on previous testing provide arena/fragmentation and barrel wear assessments. (8) Other areas where ammunition is used i.e. other government's organizations, foreign governments, teaming agreements etc. (9) Are any IM improvements incorporated into the design of the cartridge to meet requirements of MIL-STD-2105D? (10) Rough Order of Magnitude (ROM) pricing and production/delivery timeframe for ammunition quantities of 1K, 5K, 15K and 25K/yr. All information is to be submitted via email, at no cost or obligation to the Government and information provided will not be returned. Note: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This is a Request for Information (RFI) for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government may utilize the information received to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change.
