N68335-17-Q-0008 Rechroming & Henco Coating of 5 (Five) Waterbrake Cylinders P/N 62261-2 DISCLAIMER THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION This is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding a planned procurement for 5 (five) universal waterbrake cylinders P/N 622261-2 to be rechromed IAW SAE AMS-QQ-C-320 Class 2 and Henco Coated IAW MPR 1218.. Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements list included herein. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration, to aid in refinement of this requirement. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing rechroming and HENCO coating of waterbrake cylinders described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is J017; the NAICS is 332813 with a size standard of 500 employees. All interested businesses are encouraged to respond. REQUIREMENTS See attached Requirements List/SOW. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements listed in the attached Requirements List. This documentation must address, at a minimum, the following: Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; statement regarding capability Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. The capability statement package shall be sent by email to AIR-2.5.2.5.1 contracts, Donna Kracinovich, by email to donna.kracinovich@navy.mil Submissions must be received at the office cited no later than 2:00 p.m. Eastern Standard Time on March 3, 2017. CYLINDER, WATERBRAKE P/N 622261, 9500 LBS. EACH MATERIAL: STEEL NO HEAT TREAT GIVEN. 20. 980" DIA x 116" LENGTH PRE GRIND OD TO 20.964" X 21.5" SECTION. HARD CHROME PER AMS-QQ-C-320 CL2 TO 20.980 PLUS GRIND STOCK. FINAL GRIND TO 20. 980 +/-.005 63 MAX RMS. 1. The FRCMA Voyage Repair Team (VRT), located at Naval Station Mayport, Mayport Florida is tasked to overhaul 5 each C13/2 Catapult Universal Waterbrake Cylinder, part number 622261-2 for fleet use. The Catapult Universal Waterbrake Cylinder, part number 622261-2 requires the old chrome plating removed and replaced with new chrome plate surface to 20.980 diameter in accordance with SAE AMS-QQ-C-320, Class 2. Finish Thickness to be.005 to.008 inch; Chrome plate shall be accomplished IAW NAWC drawing 622261 Revision M. No flaws allowed for surface roughness 63 or better. Nonconformity from drawing tolerances during the plating and grinding process shall be directed to the FRCMA Voyage Repair Team. Note: Catapult Universal Waterbrake Cylinder shall not be physically altered, modified, drilled or welded on to facilitate ease of lifting or moving. 2. After completion of chrome plating; all surfaces, including threated areas (except tapped holes for jet ring bolts, instrumentation plugs, relief plugs and chrome plated surfaces) shall be coated in accordance with the latest version of MPR 1218 Revision D, Henco Coating. 3. All work performed shall be in accordance with the best engineering practices and workmanship shall be of the highest quality meeting all applicable published specifications. All work is to be accomplished in a controlled environment with qualified personnel. Dimensioning and tolerancing shall be interpreted in accordance with ASME Y14.5M-1982. All work shall be performed in a timely manner. All cost associated to freight shall include pick up & delivery onsite at the FRCMA Voyage Repair Team (VRT), located at Naval Station Mayport. 4. The service provider shall comply with all technical requirements in the execution of this work. Compliance and inspection oversight with quality maintenance shall be validated and documented in all work, test, readings and measurements. Precision measuring devices shall be calibrated and documented to reflect the calibration date. A process plan form for the paint process identified above will be provided by the VRT and shall be signed and returned signifying compliance. All Quality Assurance documentation and readings associated in the chroming and Henco coating shall be returned to the Voyage Repair Team with delivery of 5 each C13/2 Catapult Universal Waterbrake Cylinder. This requirement does have export controlled drawings which will be available upon synopsis of this requirement.
