- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3C3ME6355AW01 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This acquisition is 100 percent set aside for woman owned small businesses. The North American Industry Classification System (NAICS) code is 611710 with a size standard not to exceed $15.0 million (U.S.). (v) Education Advisor: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. See attached Performance Work Statement for additional information. (vi) Contractor shall ensure employees have a baccalaureate degree from a regionally accredited American college or university in at least one of the following fields Education, Social Work, Psychology, Sociology or other related fields for the purposes of evaluation. (vii) Place of performance is Minot AFB, ND 58705 and period of performance will be 31 March 2017 through 30 March 2022. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Award shall be based on best value to the government. The evaluation procedure to be used for this procurement is price and other factors 1. Past Performance (the offeror must have successfully completed two contracts with a minimum value of $25,000 annually and be actively engaged as a contractor performing services as defined by the NAICS Code 611710 within the last five years) and 2. Technical factors (2a. Recruitment/hiring, and 2b. Qualified Candidates). (x) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at https://www.sam.gov/portal/public/SAM/ prior to submitting an offer.
