- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract action is for a service for which the Government intends to solicit and negotiate a Firm Fixed Price contract with only one source, Controlled Systems Sales Company, under authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit quotes with proof of capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, all quotes with supporting documents received before the closing date of this Request for Quotation (RFQ) will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number for this requirement is N63394-17-T-0060 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 and Defense Federal Acquisition Regulation Supplement (DFARS). The associated North American Industrial Classification System (NAICS) code for this procurement is 335311 with a small business size standard of 750 employees. This requirement is a Total Small Business Set-Aside. The 400Hz Power Converter at the Littoral Combat Ship (LCS) Mission Package Support Facility (MPSF) requires reconfiguration. Controlled Systems Sales Company is the Original Equipment Manufacturer (OEM) of the existing 400Hz Power Converter. Design data and technical documentation is proprietary. This solicitation is for a service to reconfigure the 400Hz Power Converter with an output in a Wye configuration to a three phase Delta configuration. The 400Hz converter output is required to be three phase, delta configuration, 115 volts phase-to-phase. The output is required to meet the tolerances and other requirements of Type III (three) power as described in MIL-STD-1399, Section 300B. Period of Performance is 120 days after receipt of order. Inspection and Acceptance is to be at destination with performance at the MPSF, 1150 Stethem Rd., Bldg 1392, Port Hueneme, CA 93043. Quote shall be good for a minimum of 60 calendar days after close of this combined synopsis/solicitation. Terms are Net 30. In addition to price, responses shall include the following: 1.
