- The Integrated Combat Environments (ICE) Activity intends to issue a delivery order under Basic Ordering Agreeement N00421-17-G-0001 on a sole source basis to Mercury Defense Systems, 10855 Business CER DR, CYPRESS CA 90630-5252 under Statute Authority Permitting other than Full and Open Competition: 10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements and in accordance with Class Justification and Approval Ser: CJ&A_17-0049. This order will support activites related to the continuing requirement to maintain, update, and evolve existing Major Range Test Facility Base (MRTFB) capabilities at Air Combat Environment Test and Evaluation Facility (ACETEF) in Patuxent River, MD, to perform multi-sensor ground testing of aircraft with installed airborne radar systems. Based on the approved Airborne Early-warning Interoperability Simulator (AEIS) System Specification and the documentation approved at the AEIS Critical Design Review (CDR), the AEIS system shall be developed, delivered, intergated, and tested at the AIR Combat Environment Test and Evaluatin Facility (ACETEF), located at the Naval Air Warefare Center (NAWC) at Naval Air Station Patuxent River. This notice of intent IS NOT a request for competitive proposals; however, any capability statements, proposals, or quotations received during this notice period will be considered. Mercury Defense Systems alone has the expertise required to furnish the supplies and services within the required timeframe. Accordingly, Mercury Defense Systems is the only qualified, responsible source that can fulfill the requirements specified. Subcontracting opportunities may be available and should be sought with Mercury Defense Systems through Carol Stoessel 978-967-1780. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herin is subject to change and in no way binds the Government to solicit for or award a contract. The anticipated award date for ths contract action will be not later than 17 April 2017.
