- Amendment #2 Change wage rates. Amendment #1 Change completion date to 30 June 2017 REMOVAL AND REPLACEMENT OF CEILING TILE, CEILING TILE GRID, INSULATION AND LIGHTING IN THE SANDY LAKE RANGER OFFICE US Army Corps of Engineers 22205 531st Lane McGregor, MN. 55760 651-290-5845 1. GENERAL: The contractor shall supply all equipment, labor and materials necessary to remove and properly dispose of all the existing ceiling tiles & grids, florescent lighting and insulation and replace with new closed cell spray foam insulation, ceiling tiles & grids, and LED lighting in accordance with the manufacturers recommendations and local building codes. 2. MEASUREMENT AND PAYMENT: The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner. The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, testing and meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided. Compensation for all work shown, specified, or essential to completion of the project (whether or not the specific material or operation is indicated) shall be included on the bidding schedule. Payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to conditions of the contract. Payment will be made upon completion and acceptance of all contract work. The contractor must submit a detailed invoice to the Section Supervisor, Jeff Steere for payment at the following address: US Army Corps of Engineers, Mississippi Headwaters Office, PO Box 625, 34385 US Highway 2 West, Grand Rapids, Minnesota 55744 or email to antonia.v.huber@usace.army.mil 2.1 Unit Prices: Payment items for the work of this contract are listed in the BIDDING SCHEDULE. The payment items provided for on the bidding schedule embody the work; but the work descriptions provided below do not specifically discuss all incidental work and materials required to complete the contract work. 3.0. RANGER OFFICE BUILDING: 3.1. Description: The Ranger Office Building is a one level cedar wood covered steel building that was converted into offices in the 1990's. The framework consists of red metal beams with steel sheeting attached to them. At the time of the conversion 2" x 6" studs were added with insulated walls creating approximately 1,600 square feet of office space/utility room and lunch room. Two layers of drop ceilings exist in the approximately 1600 square foot original office space with fluorescent 2' x 4' light fixtures existing in the present drop ceiling and incandescent light fixtures still present in the original drop ceiling. A frame construction 16' x 23' addition was added on to the northeast side of the steel building, adding approximately 370 square feet of office space. The approximately 370 square foot addition is currently insulated with fiberglass insulation, has had drop ceiling tiles removed, and contains 7 (qty) 2' x 4' fluorescent hanging troffer light fixtures. 4. SPECIFICATIONS: 4.1. Protective Coverings: The contractor shall cover all walls and floors with plastic or tarps to protect the walls and floors from damage during the removal of the ceilings and during spraying of the foam insulation. It is the contractors responsibility to remove any materials accidently sprayed on the walls or floors. 4.2. Removal of Ceilings: The contractor shall supply all equipment, labor and materials required to remove and dispose of the two drop ceilings found in the original 1600 square foot office space, which are approximately 40' by 40' each and consist of tile, grid, florescent and incandescent fixtures and light bulbs, and a 6" layer of fiberglass insulation above the second ceiling. In addition, the utility room sheet rock ceiling shall be removed. All materials shall be disposed of in accordance with all required Local and State of Minnesota disposal regulations. 4.3. Rigid Insulation: The Contractor shall cover the exterior wall from above the finished wall to the roof with a sheet of 1 inch rigid foam insulation. The foam shall be fastened to the metal sheeting so that the spray foam can be applied to the rigid insulation and not directly to the metal exterior wall. The method used to fasten the foam panels to the exterior walls shall not puncture the exterior wall of the building. 4.4. Hardboard Roof Insulation Support: The Contractor shall secure the existing 1 inch hardboard insulation snuggly to the roof to obtain a flat surface prior to applying spray foam. The method of obtaining a flat surface is at the discretion of the contractor provided it does not damage or void the warranty on the existing Met-Tile roof. 4.5. Spray Foam: The heated office area is approximately 40' by 40' and has interior walls composed of either tongue and groove wood paneling or.5 inch painted sheetrock. In the area over the 1600 square feet of original building the contractor shall spray Closed Cell Spray Polyurethane Foam (here-in referred to as ccSPF) insulation to the underside of the steel roof (including metal beams) to obtain an R-Value of at least R49. Portions of the exterior walls have exposed sheet metal between the current drop ceiling and underside of the roof (photo at 13.5). Any exposed sheet metal (inside the building) on the exterior walls of the building shall be covered with ridged insulation per section 4.3 and then sprayed with ccSPF insulation to totally envelope the walls and obtain an R-Value of at least R21 (excluding the ridged insulation panels). No gaps shall remain unsprayed between the insulated outer wall and the ceiling. It is the responsibility of the contractor to determine quantity prior to quoting the job, as no allowance will be made for any additional quantities required. The installing contractor shall have current industry recognized professional training or accreditation for high pressure spray polyurethane foam insulation. Proof of training or accreditation shall be provided at the pre-work conference. Upon completion of the foaming the contractor shall provide the park manager with a summary of the installation, including at a minimum: manufacturer of the insulation, R-Value of the product, date of installation, and the contractor's certification that the installation has been performed in accordance with local code requirements. Installation of the Spray Polyurethane Foam shall be in compliance with all federal, state, and local regulations, including, but not limited to, OSHA National Emphasis Program guidance on Isocyanates. Installation shall comply with all manufacturers' specifications for installation and utilize industry best practices. The contractor shall be responsible for placement of health and safety barriers within the work zone. Contractor shall be responsible for all clean-up, removal and disposal of materials associated with spray polyurethane foam installation including, but not limited to: decontamination of any surfaces that have come into contact with isocyanates or other ccSPF chemicals, all dust, debris, foam trimmings, empty and partially used containers or drums in accordance with applicable federal, state, and local requirements. Closed Cell Spray Polyurethane Foam Specifications: • Interior grade • Two-component closed-cell foam • High pressure application 4.6. Warranty: The contractor shall provide any warranty(s) offered by the manufacturer or which they provide to their other customers in excess of the one year mandated under contract clause 52.246-21 Warranty of Construction. 4.7. Drop Ceiling: After spraying the ceiling with insulation the contractor shall supply all equipment, labor and materials required to install drop ceiling tile and grid to the office space which is comprised of the approximately 1600 square foot original office and the approximately 370 square foot new addition, which is insulated with existing fiberglass insulation. The new ceilings shall be installed at the same height as the existing visible ceiling. The lunch room, office rooms, bathroom and visitor office all have ceilings that are approximately 8 feet high and the utility and conference rooms have ceiling that are approximately 10 feet high. Ceiling Tile Specifications: • 24" x 24" acoustic drop ceiling tiles for commercial settings • 9/16" inch edge profile • Composed of mineral fiber • Minimum 50% sound absorption • White color • Tegular edge lay-in • Class A fire retardant • Mold, mildew, and bacteria resistant • Fine, smooth style, non-directional texture similar to attached picture: Ceiling Tile Grid Specifications: • Ceiling Tile Grid must be compatible with ceiling tile system • 9/16 Exposed Tee System • White powder coat or baked polyester paint • Hot dipped galvanized steel • Flush fitting • Intermediate to heavy duty classification for Office/commercial application 4.8. LED Lighting: The contractor shall supply all equipment, labor and materials required to supply and install new 24" by 48" LED Troffer lighting and 6" LED Recessed Can lighting in the ceiling grids for each room. See attachment 13.6 Current Ceilings and New Lighting Layouts for location of the new lighting in each room. All lights shall be installed according to the National Electric Code. Troffer Lighting: • 24 inch by 48 inch • White fixture trim • Edge lit recessed LED Troffer • Color temperature of 4,000 Kelvin • Color Rendering Index of at least 80 • Light output at least 4,500 (lumens) Recessed Lighting: • 6 inch diameter • White reflector cone and fixture trim • Color temperature of 2,700 Kelvin • Color Rendering Index of at least 90 • Light Output at least 690 (lumens) • 6 inch aluminum insulation contact (IC) housing • Housing shall be New Construction style, equipped with hanger bars 5. DESCRIPTION AND LOCATION. Sandy Lake Recreation Area is a Corps of Engineers managed recreation area located on Big Sandy Lake, twelve miles north of McGregor, Minnesota in Aitkin County. 6. CONTRACT PERIOD. All contract work must be completed by 30 June 2017. The Ranger Office will be occupied by 2 - 4 employees utilizing the space for office accommodations. Work will be scheduled and arranged to cause as little disruption to normal working conditions as possible. The general public shall be warned with signs &/or barricades and not be allowed in the work areas while work is being performed. 7. SAFETY. All work shall be performed in accordance with all federal, state and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. A copy of this manual can be found on line at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf. 8. ORIENTATION. Prior to the start of work, the Government will provide an orientation to the Contractor and contract personnel which will include discussion of contract requirements, facility inventory, safety considerations, quality control, security and administration. Contractors are encouraged to make a site visit to inspect the Ranger Office before submitting a quote. Visits can be prearranged by contacting Tammy Frauenshuh at 651-290-5845 or by email at tamryn.frauenshuh@usace.army.mil Monday-Friday between the hours of 8:00 am and 4:30 pm. 9. WORK PLAN. The contractor shall submit a plan that details the sequence and scheduling of the proposed work during a Monday-Friday work week. The work plan shall be submitted within 10 days of contract award. The work plan shall be discussed at the orientation to be held at the Sandy Lake Site. The "Work Plan" shall be approved prior to start of work. 10. DISPOSAL: All excess materials shall be disposed of off-site in accordance with all local, State and Federal Codes. 11. SECURITY: The Contractor is responsible for securing the work areas so that park visitors have to maintain a safe distance from all work areas. The Contractor is also responsible for securing the Rangers Offices when work is not being performed if Corps personnel are not present so that the offices are not vandalized during the construction phase. 12. WORK AREA: Any damage to Corps' property shall be repaired at the Contractor's expense.
