Description
The Transportation Security Administration (TSA) intends to issue a contract modification to two Indefinite Delivery, Indefinite Quantity (IDIQ) contract awardees for Explosive Trace Detection (ETD) systems using other than full and open competition. Both firms listed were awarded competitive IDIQ contracts under Qualification Product List (QPL) solicitation HSTS04-09-R-CT2075 with a five (5) year ordering period for the production, deployment and support of ETD systems. TSA intends to award a two (2) month ordering period extension to Smiths Detection and a two (2) month and 22-day order period extension to Implant Sciences Corporation to ensure a continuation of warranty services, engineering services, and to prevent a gap in personnel vetting until new contracts are awarded; as anticipated under FBO special notice TSA25-04-02350. Smiths Detection, Inc., 2202 Lakeside Blvd., Edgewood, MD 21040-1102 Implant Sciences Corporation, 500 Research Drive, Unit 3, Wilmington, MA 01887-4400 These modifications will address the requirements of TSA's Office of Acquisition Program Management (OAPM) Passenger Screening Program (PSP) in support of checkpoint screening operations. The Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interest and capability to respond to the requirement from interested parties will be considered by the Government until 9:00 am DC Local Time on March 14, 2017. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other that full and open competition is solely within the discretion of the Government. Such determinations will be publicized in accordance with FAR requirements. Interested vendors who wish to seek subcontracting opportunities should contact the above named companies directly.
