- Description
- The Seattle District Corps of Engineers has a requirement to convert 58 buildings at Joint-Base-Lewis-McChord, WA from central plant heating systems to individual, local heat sources. The 58 buildings include a variety of facility types including barracks; motor pool and work bays; and office space. Types of heating systems to be installed include: hydronic heating with new natural gas fired boilers and water heaters; natural gas fired infrared heating systems for motor pool and hangar work bays; and heat pumps. Where necessary, additional mechanical space will be constructed to accommodate new heating system equipment. Project will also involve backfilling with concrete of abandoned steam access pits. USACE will provide conceptual drawings and specifications indicating the type of heating system to be provided for each building. Contractor will provide design work to complete conceptual design provided by USACE. Contractor design work will include: preparation of drawings stamped by professional engineers/architects detailing final design; sizing of HVAC systems; detailing HVAC piping and system layouts; identifying required equipment and appurtenances; architectural/structural design of new mechanical spaces. Shop drawings will be prepared in accordance with JBLM design standards, Puget Sound Energy (local natural gas utility) requirements, and industry standards. The project completion period is estimated at 365 calendar days from NTP. The NAICS code for this project is 238220 with a small business size standard of $15M. The solicitation will be a One Phase Combined Design-Build, Best Value Procurement conducted in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 15. The solicitation will be a Request for Proposals (RFP), and one firm-fixed-price contract will be awarded as a result.
