- Rehabilitate Historic Building 728, Fort Vancouver NHS, Vancouver WA THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a Request for Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is strictly market research to determine availability and adequacy of potential contractors with the capabilities and experience to perform the required work. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information requests. No solicitation, specifications, or drawings are available with this announcement. The Government anticipates conducting a competitive negotiated acquisition for this requirement within the next six months. The amount of interest from qualified contractors generated by this notice will contribute to our decision regarding which type of competitive small business set-aside to establish. PROJECT DESCRIPTION: The National Park Service (NPS), Fort Vancouver National Historic Site, Vancouver, WA, will rehabilitate Building 728, the historic Finance Office, for adaptive reuse as office spaces while preserving character-defining features and fabrics. The work will follow the Secretary of the Interior's Standards for Rehabilitation (https://www.nps.gov/tps/standards/rehabilitation/rehab/stand.htm). Information about the site is at www.NPS.gov/FOVA. The building is shown just below the words "East Barracks" on the map at www.nps.gov/fova/planyourvisit/loader.cfm?csModule=security/getfile&PageID=157575. Building 728 is a one story, wood-frame building with rectangular footprint and crawlspace built in 1941. The building has gable roof form with low pitch and tight eaves and rake, two small shed-roof entry porch roofs, concrete perimeter/pier foundation system; horizontal dropped wood cladding with corner boards; hollow clay tile walls at SE corner; wooden double-hung windows; multiple metal roof ventilators; brick chimney; and composition shingle roofing. This historic building has been modified several times and is currently not in use. A hazardous materials analysis identified asbestos thermal pipe insulation mostly in crawlspace (to be abated during project) and layers of lead-based paint (to be stabilized in project). The project rehabilitation will result in converting this 5,840 SF historic structure into 24 office spaces, two conference rooms, two unisex bathrooms, a breakroom and some office-specific functions associated with tenant requirements. The rehabilitation includes: •· - General building rehabilitation, interior and exterior, including demolition/abatement, roofing, windows/doors, egress, decks/porches, walls, floors, ceiling, finishes and other deferred maintenance. •· - Structural upgrades and addition of fire suppression. •· - Updates to plumbing, mechanical, electrical and replacing outdated equipment with more efficient technologies. •· - Energy performance improvements (insulation, interior storm windows, LED lights). •· - Interior work to provide office spaces and functions for tenant space programming. •· - Associated utility connections for water, electric and sewer. •· - Associated site grading, path, accessible ramp and accessible parking. Estimated Cost Range: $1,500,000 to $2,500,000 Estimated Period of Performance: September 2017 - July 2018 Firms interested in this project should prepare and e-mail a response to sarah_welch@nps.gov. The response should be one PDF file no longer than five pages. All information submitted will be subject to verification and additional information may be requested to substantiate responses. Include: •· - Brief statement regarding your business expertise in successful completion of historic rehabilitation projects similar in nature, size and scope. •· - A description of your familiarity with the Secretary of Interior's Standards for Rehabilitation with examples of projects in which you used the standards. •· - References for several recent similar projects with point of contact, email address, and contract number (if from a federal agency). These references should demonstrate your firm's recent experience with historic rehabilitation generally, and with applying the DOI Standards if relevant. •· - The firm's business size for NAICS 236220, Commercial and Institutional Building Construction, with size standard $36.5M. If small business, indicate any and all small business programs applicable to your firm (HUBZone, Service-Disabled Veteran Owned, or Women-Owned) •· - The firm's business name, address, DUNS number, and point of contact with phone number and e-mail address.
