- Under the authority of FAR 6.302-1, the Government plans to award a three (3) year, Firm Fixed Price (FFP) Requirements Contract to Pearson Engineering LTD (PEL) for ABV Engineering Breaching Systems (EBS). The EBS is comprised of the following subsystems: a. One (1) Full Width Mine Plow (FWMP); P/N PE22314 (this P/N is for plow and pallet combined) b. One (1) Combat Dozer Blade (CDB); P/N PE21736 c. One (1) Lane Marking System (LMS); P/N ER9773 d. One (1) High Lift Adapter (HLA); P/N PE22901 e. One (1) Spares; P/N PE32016 All of the above subsystems include associated mounting hardware, cables, hydraulic lines, and fittings necessary to fully install and operate the subsystem. The ABV consists of an M1A1 hull with a specially designed and fabricated turret which has two Mine Clearing Line Charges (MICLIC) mounted on a Line Charge Detonating System (LDCS). The ABV also has: 1) a HLA mounted on the front of the hull which allows the FWMP and CDB to be rapidly interchanged by a crew of two Soldiers; 2) an LMS system and 3) an integrated vision system allowing the crew to view 360 degrees day or night in various weather and combat environments. The EBS is an integral part of the ABV. The EBS will be procured and delivered to Anniston Army Depot (ANAD), who is the integrator for the ABV program, for installation during the production phase of the ABV. PEL is the developer and present manufacturer of the EBS used in conjunction with the ABV, and is the only known source with the knowledge and expertise to continue producing it. PEL maintains control of data relating to its Breaching System, and the government has no data package to facilitate a competitive acquisition. To maximize subcontracting opportunities, PEL will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives.
