Description
The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (FOVA Phase 2 Site Utilities Replacement) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). The Government anticipates a total small business set-aside procurement. Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 4:00 pm Mountain Time on Monday March 13th, 2017. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Fort Vancouver National Historic Site Phase 2 Site Utilities Replacement NAICS Code: 237110 Estimated Cost Range: $2 million - $5 million Estimated Period of Performance: November 2017 - July 2018 Project Description Fort Vancouver National Monument was created by an act of Congress on June 19, 1948, to preserve as the site of the original Hudson's Bay stockade of Fort Vancouver. On June 30, 1961, Congress passed an act enlarging the boundaries of Fort Vancouver and re-designated the national monument as a national historic site. The Vancouver Barracks was established in 1849 as Camp Vancouver. On Memorial Day, 2012, the US Army transferred the East and South Vancouver Barracks to the National Park Service, relinquishing their control of the site. With the addition of the East and South Vancouver Barracks, the National Park Service manages 33 acres of land that includes significant subsurface cultural resources and 25 buildings. Of these buildings 21 will be retained and renovated. These buildings include barracks, a mess hall, a finance office, a gymnasium, the post headquarters, offices, and vehicle maintenance shops. The intent is to preserve and protect these subsurface resources and buildings for historical interpretation and create a public service campus where some buildings will be used for National Park Service operations and others leased to other public agencies or private organizations. The East and South Vancouver Barracks utility infrastructure is being replaced to bring the utilities into compliance with current City of Vancouver design standards and to meet the anticipated level of service with the repurposed buildings. Utilities will then be turned over to the respective agencies - City of Vancouver for the sewer and water systems, Clark Public Utilities the electrical system, and CenturyLink and Comcast the communications systems. The storm system in private roads will continue to be owned by the park service. Replacing the outdated infrastructure and transferring ownership will significantly reduce the Park's operations and maintenance costs, improve the visitors' experience, eliminate health and safety issues, and attract tenants. This project is the second phase of a two-phase project to upgrade the utility infrastructure. Phase One was completed in 2016, and Phase two will complete the project, with upgrades to 19 buildings. The project scope for Phase Two includes: • Water Provide construction services to abandon the existing water system, and install new water mains, building services, and fire sprinkler service lines. • Sanitary Sewer Provide construction services to abandon existing sewer mains and building laterals, and to install new ones. The sewer system upgrades will be sized for the anticipated future uses of all buildings. • Storm Drainage Provide construction services to abandon the existing storm sewer system and to install new storm mains and catch basins. • Electrical and Telecommunications Provide construction services to replace electrical and telecommunication systems. The electrical distribution system will be upgraded to accommodate upgraded heating, ventilating, and air conditioning (HVAC) systems for each building, and so each building has as least one power meter. Each building will also be upgraded with CenturyLink and Comcast for telephone, cable TV, and high-speed internet services. Existing overhead power will be demolished and removed. Capabilities Statement: Your capabilities statement shall be an electronic file (in.pdf format) attached to your e:mail. Your statement shall be no more than 10 pages or less (8-1/2" x 11") in length. Your capabilities statement shall include: • Your contact information and DUNS number. • A letter from your bonding company verifying your bonding levels. • A statement as to your socioeconomic status [8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small). • Park and Project # (FOVA-221283) Your capabilities statement/Evaluation Criteria shall demonstrate the following : • Ability to obtain the labor, materials and equipment needed for this project. • Ability to maintain a safe workplace for construction workers and others. • Ability to provide good customer service. • Ability to control costs. • Ability to control project schedules. • Ability to control the quality of construction. • Ability to comply with permitting requirements. • Ability to prepare as-constructed drawings. • Ability to protect existing utilities. • Ability to make emergency repairs if necessary. • Ability to protect cultural resources. • Ability to protect natural resources. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
