SOURCES SOUGHT The VA Medical Center, West Haven, CT, has a requirement for Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for architectural design services and construction to redesign and upgrade approximately 13,600 existing square foot Primary Care Firm A space on the first floor of Building 2 at the West Haven Campus. The design concept will support the Patient Aligned Care Team (PACT) Model and standardization to achieve a desired healthcare clinic for veteran care. This is not a Request for Proposal; this is a Sources Sought document only. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for the VA Medical Center in West Haven, Connecticut seeking architectural design services and construction to redesign and upgrade approximately 13,600 existing square foot Primary Care Firm A space on the first floor of Building 2 at the West Haven Campus. The design concept will support the Patient Aligned Care Team (PACT) Model and standardization to achieve a desired healthcare clinic for veteran care. Work shall include architectural, electrical, mechanical, plumbing, communications, and all such systems and components as may be necessary to achieve the project goals. The NAICS code is 541310 and the small business size standard is $7.5 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 15 calendar days from the date of this notice via email to chantel.guest@va.gov. The following information is requested in response to this notice: Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541310. A positive statement of your intention to submit a qualifications package in response to this notice. Evidence of your experience in A/E Services for a complete design of a new building with a minimum of two (2) located at a medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). The estimated magnitude of construction costs for this project ranges between $1,000,000 to $5,000,000. Proof of professional liability insurance required to cover the amount of this project. Evidence your firms office is within a 200 mile radius of the West Haven VA Medical Center located at 930 Campbell Avenue, West Haven, CT 06518. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. PROJECT INFORMATION The VA Medical Center in West Haven, Connecticut is seeking architectural design services and construction to redesign and upgrade approximately 13,600 existing square foot Primary Care Firm A space on the first floor of Building 2 at the West Haven Campus. The Primary Care space requires an update in the function of the space to meet the necessities of working within a Patient Aligned Care Team (PACT) design model of providing care to veterans. The PACT design allows a Primary Care Team to efficiently use exam rooms while expanding patient care and privacy through a team based approach to patient care with attention to space, flow, and configuration. This project will assess, design and modernize existing Primary Care space with architectural features, ergonomic design and human factors. The new Primary Care space will redesign existing square footage to create a more homelike healing environment for veterans and their families The design concept will support the Patient Aligned Care Team (PACT) Model and standardization to achieve a desired healthcare clinic for veteran care. Work shall include architectural, electrical, mechanical, plumbing, communications, and all such systems and components as may be necessary to achieve the project goals.
