Description
SF-1449 Wage Determination Pricing List PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICETHAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quote (RFQ) is being conducted as a 100% Local Area Small Business Set-Aside. This requirement falls under NAICs code 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and the size standard is 1250 employees. This notice is distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website, www.fedbizopps.gov. Interested parties are responsible for monitoring this website to ensure they have the most up-to-date information about this acquisition. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, Effective January 19, 2017. The RFQ number is RFQ 2802 and shall be referenced on all quotes. The Federal Bureau of Investigation (FBI) intends to award a Firm Fixed Price, one-time Blanket Purchase Agreement (BPA) for one base year, and four (4), one year option periods, for the installation of emergency lighting and siren equipment for new fleet vehicles. Currently there are approximately 45 vehicles awaiting installation. All 45 installations will not be initiated at the same time, but managed in accordance with the logistics/instructions proposed under Item D in the quotation. The BPA shall have a five-year period base on the availability of funds. It is understood and agreed that this BPA obligates the government only to the extent that authorized calls are actually made against it and then only when delivery against such calls has been completed. Orders will be placed against this BPA by individual delivery orders. The Government estimates, but does not guarantee, that the volume of purchases through this agreement shall not exceed $450,000.00 over the life of the contract. During the period of performance of this BPA, the government reserves the right to request follow-on quotations from the awardee, for additional vehicles makes/models, and/or equipment, to be added as a modification to the BPA. This quote shall contain the Offeror's best terms for cost/price and technical capabilities of the required emergency lighting and siren equipment, as contract award may be based on initial quote received. The government reserves the right to award without discussions. The following specifications are required for each vehicle: 1. (1) Remote siren with hand-held control and integrated microphone, amplifier, and light functions with a minimum of 100-watts output 2. (1) LED light stick, no longer than 12 inches overall, dual operation, split red/blue for front interior windshield 3. (1) LED light stick, dual operation, split red/blue for rear interior windshield 4. (2), or (1) pair, LED lights, for grill mounting, split red/blue 5. (2), or (1) pair, LED lights, for headlights 6. Miscellaneous supplies, including miscellaneous fuses, wire(s), circuit breaker, mounting brackets, and other supplies necessary to perform the task 7. Firm fixed-price Labor (including miscellaneous shop fees) for whole-car installation Other requirements for selected vendor: • Vendor facility shall be within a 20 mile radius of the FBI Academy, Quantico, VA 22135 to facilitate logistics of driver drop-off and pickup with least impact to daily mission operations. • Vendor's service location shall be secured by perimeter/fence-line, enclosed garage area, and/or security cameras to provide additional security during installation. For Attachment 1, provide the following: A) Brand name and models of products to be used to fulfill the requirement B) Warranty on installation work and products in addition to any manufacturer-provided warranty C) Lead time for installation, and average installation time required D) Ordering instructions/proposed logistics to request and execute installation. E.g. when lead time begins. The Offeror should include a description of any support services or warranty information with their technical quote. The FBI requests that discounts based on required quantities and volume of equipment be considered. If a test sample of the emergency lighting and sirens is requested, the vendor will be notified when and where to send the sample. Any test sample products will be returned at the conclusion of testing. The evaluation of quotes and the determination as to the equality of the products shall be the responsibility of the Government and shall be based on information provided by the Offeror. The Government is not responsible for locating or securing any information not provided in the quotation by the Offeror. To ensure that sufficient information is available, the Offeror shall furnish, as a part of the quote, all descriptive material necessary for the purchasing activity to determine whether the products meet the salient characteristics of this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement shall include a clear description of the proposed modification and clearly mark any descriptive emergency lights and sirens to show the proposed modification. The requested equipment installations shall begin within 14 days after the receipt of order, FOB Destination: Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the Contractor. Blanket Purchase Agreement Terms and Conditions Emergency Lights and Sirens This Blanket Purchase Agreement (BPA) is for emergency lights, sirens and parts/supplies in support of the Federal Bureau of Investigation's (FBI), Critical Incident Response Group (CIRG), Technical & Support Services Unit (TSSU). 1. Negotiation Authority: Federal Acquisition Regulation Subpart 13.201, 41 USC 253(c). 2. Period of Performance: March 2017 through March 2018. 3. Amount of Agreement: The total amount of purchases under this agreement shall not exceed the total obligated amount shown on the "funding details" section (Section 2 - Commodity or Services Schedule, Total) of the original purchase order or any subsequent modifications. 4. Extent of Obligation: The Government will be obligated only to the extent of authorized purchases actually made under the BPA by authorized personnel. 5. Pricing: The prices charged to the FBI shall be as low as or lower than those charged to the supplier's most favored customer for comparable quantities or services under similar terms and conditions. The FBI acknowledges and accepts that proposals under this BPA may be submitted on a time and materials basis. However, reimbursable costs are limited as discussed in Section 8 below. All proposals submitted by the Contractor and approved by the FBI shall be subject to a price ceiling as discussed in Section 7 below. 7. Price Ceiling: The Contractor accepts and acknowledges that all supplemental proposals (i.e. proposal estimates) submitted under this blanket purchase agreement will be limited to a price ceiling equal to 3% above the original proposal estimate price. The cause for such price increases shall be documented, submitted by the Contractor in a formal change notice, and approved by the Contracting Officer's Representative (COR) prior to the commencement of the work. If additional work is required beyond original diagnostic and proposal estimate, a separate and additional proposal estimate must be proposed and approved by an Authorized Buyer. 8. Non-Reimbursable Costs: The Contractor shall not bill the FBI or submit a change order for costs outside of the original proposal resulting from Contractor error, negligence, and/or inexperience including, but not limited to: costs resulting from lack of preparation for the commencement of work; costs of equipment or materials required due to Contractor error; labor associated with repairs necessary as a result of Contractor error; and costs incurred that could have otherwise been avoided if not for Contractor negligence, error, or inexperience. 9. Submission of Change Notices: During performance of work approved in the original call (i.e. proposal), should the Contractor identify hidden damages that were not included in the original scope of the proposal, or costs that were not included in the original proposal are later identified and exceed the price ceiling in the original scope of the proposal discussed above, the Contractor shall email a change order request to the Authorized Buyer identified with that call. The change notice shall detail and justify the supplement, and the costs associated with the change order. The Contractor shall not begin work outside of the scope until the Authorized Buyer approves the change notice. This change order process may be bypassed in contingency situations as outlined below. 10. Contingency Exceptions: Due to the Urgent nature of the FBI mission, the Government reserves the right to bypass the change order process under urgent and compelling needs. Such an exception will be granted only in writing from one of the Authorized Buyers identified in paragraph 5, above. 11. Government Authorities: The Contractor accepts that the only individuals authorized to "make a call" against this BPA are the Authorized Buyers identified above. For this BPA, signing a proposal or a change notice or granting a contingency exception constitute making a call against the BPA. The FBI Contracting Officer may also delegate other authorized buyers throughout the period of performance of this BPA. 12. Unauthorized Work/ Change Notice: The Contractor acknowledges that the FBI may not pay for work performed outside of the original proposal unless the Contractor receives written pre-approval to perform via the approval process stated above in paragraph 9. 13. Invoice Submission: Submit invoices to Kimberly.humphrey@ic.fbi.gov and central_invoices@ic.fbi.gov complete with all change orders and other supporting documentation including a detailed breakdown of all costs incurred, per invoicing instructions under Part (d), Contract Documents, Exhibits, Attachments-Statement of Work, of this document. 14. Proposal, Change Order (Supplement) and Contingency Exception Preparation Requirements. All Proposals, Estimates, Change Orders, Supplemental Orders, and Contingency Exceptions shall be prepared as follows, unless an automated estimating program is used, or different instructions are provided by the FBI COR: • Identify Parts required • List Part and Price • List Labor Associated with Each Part • Identify whether Part Replacement is due to Physical Damage, Fatigue, Mileage, Required i.e., Exceeded Life Expectancy, etc. 15. BPA Terms and Conditions: The terms and conditions in this document supersede all terms and conditions in any subsequent proposals submitted by the Contractor. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the combined synopsis/solicitation, may be excluded from consideration. Telephone requests will not be considered. The FBI uses a financial system that has a direct interface with the System for Award Management (SAM). Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information. The EFT banking information on file with SAM will be what the FBI will use to issue payments to your organization for receipt of proper invoices.
