- The Naval Air Systems Command (NAVAIR) intends to negotiate with Bell Helicopter Textron Inc. (BHTI), 600 Hurst Blvd, Hurst TX 76053 on a sole source basis for a follow-on production buy (Lot 15) of AH-1Z helicopters with an option to procure Lot 16 AH-1Z aircraft. The intended contract for Lot 15 will be initially issued as an Advance Acquisition Contract (AAC) in FY17 for long lead items in support of the subsequent production buy, which will be fully funded using FY18 and foreign military sales (FMS) funds. The option for Lot 16 will be exercised as an AAC for long lead items as well, using FY18 funds initially and then will be fully funded using FY19 funds. This production contract includes but is not limited to AH-1Zs, to be contracted for on a fixed price basis. The effort consists of procuring and fabricating components, integrating and installing Contractor furnished and Government furnished equipment, assembly, testing and delivery of AH-1Z helicopters. Requirements also include but are not limited to Systems Engineering/Program Management (SE/PM), Support Equipment and Tooling, publications, logistics support, quality assurance, reliability and maintainability programs, technical, administrative, and financial data requirements, spares, provisional supplies and support for training, logistics, engineering and administrative support. Aircraft requirements for the basic Lot 15 procurement consist of an estimated 27 USMC AH-1Zs or any other congressionally authorized quantity. Any variation in the aforementioned aircraft quantities procured will be in accordance with quantities approved by Congress. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1) and (4), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1and 6.302-4, in that BHTI is the only responsible source and no other type of equipment will satisfy Marine Corps and FMS requirements. BHTI is the designer, developer and sole producer of the aircraft and the only known source that possesses the data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the AH-1Z to fulfill this need in a timely manner.
