Description
The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal for the procurement of GEFCO drill rig model 30K and associated tools, spare parts, training and services. This requirement falls under the Foreign Military Financing (FMF) program therefore only U.S. vendors will be considered for award and all items must be manufactured in accordance with the Buy American Balance of Payments Program. The scope of this action includes: GENERAL: This requirement is for the procurement of one GEFCO drill rig model 30K and associated tools, spare parts, training and services for the Government of Egypt. Delivery will be FOB Origin utilizing the Egyptian Freight Forwarder. 1. Procurement of the Top Head Drill Rig Type 30K manufactured by GEFCO. The Vendor is to procure a drill rig model 30K, manufactured by GEFCO, mounted on a 6x6 truck which includes a flatbed carrying all the necessary components and sub-equipment necessary for the execution of drilling operations down to 200 meters deep. The following is a description of the various components: Truck: New Kenworth (or similar) T-800 6 x 6 with a Cummins ISX Export diesel engine rated at 550 HP. Front axle rated 22,000 lbs. and Rear axles rated at 46,000 lbs. Engine and all fuel elements to be suitable for the diesel fuel in Egypt with high sulfur content. Front are rear tires are heavy duty 16R20 Michelin or equivalent for desert conditions. All tires are ON/OFF highway and shall be non-flat. Fuller FR016210C 10-speed transmission with external oil cooler and pump. Heavy duty reinforced truck frame, One (1) 105 gallon fuel tank and one (1) 105 additional gallon fuel tank. Fully equipped with all necessary lighting and gauges. The 6x6 is the selected upgrade from the 6x4 standard equipment for drive on non-paved or semi-paved roads and some of the features noted in this may accordingly be improved. PTO, pump drive: Enclosed steel gear box, with pressurized lubrication, filtration and cooling. The PTO intersects the truck driveline to enable the unit to be shifted to stationary or highway use. Includes four (4) hydraulic pump drive pads, and a clutch for engaging and disengaging the compressor. Main Frame: Structural steel construction and electrically welded with mast rest and hinge post being integral part of the structure. The full width driller's and helper's platforms hinge upward during transit, while the center portion is removable. Side driller and side helper's platforms included. The structure includes hydraulic jack mountings and all necessary items for mounting to truck. Hydraulic Leveling Jacks: Four (4) leveling jacks are mounted to level the rig. Two (2) 48 in. (1,219mm) stroke jacks are mounted in the front just behind the truck cab. Two (2) 36 in. (914 mm) stroke jacks are mounted in the rear. All jacks are individually controlled with lock checks to prevent leak-off. Swivel base plates are also provided for each jack. Main Hydraulics: Consists of large 157 gallon (574 L) oil supply tank, oil level/ temperature gauge, oil cooler, hydraulic pumps, filters with maintenance indicators, control valves, cylinders, and all necessary piping. Tophead Rotary: Hydrostatically powered tophead rotary with an infinitely controlled rotation speed of 0 to 120 RPM and a maximum torque of 70,000 in-lbs. (7,907 NM). Unit has a low torque mode, controlled from operator's station for use when spinning out in carousel. Air I fluid course is 2 11/16" (68.2 mm) dia. equipped with a floating sub to allow smooth drill pipe connecting. The stroke of the pulldown and holdback cylinder allows the head to travel 29 ft. (8.8 m) up and down the mast. Mast and Crown Blocks: Constructed of square steel tubing and structural steel electrically welded. Equipped with cable sheaves and guide tracks for tophead rotary which allows tophead to retract off centerline of hole. Allows 35 ft. (10.6 m) working space above breakout table. Raised and lowered by two (2) hydraulic cylinders. Includes a hinge mounted hydraulic breakout cylinder mounted above breakout table. Jib Boom: Adjustable jib boom for winch cable is mounted on top of mast and is provided with two (2) hydraulic cylinders, one for boom extension and one for boom swing from center of mast to center of rod box. Main Jib Winch: Hydrostatically driven winch mounted on the mast for the purposes of tripping and pipe handling through the jib boom. Rated working capacity is 25,000 lbs. (11,340 kg) with single%" (19 mm) line reeving and line speed of 202 FPM (61.4 MPM) on bare drum. Design allows for power-up or power-down. Carousel: Heavy-duty carousel holds six (6) pieces of 4-1/2'' OD x 20 ft. (6.08 m) drill pipe mounted in derrick. Carousel is hydraulically controlled for storage in right rear corner of mast and centerline up with tophead. Indexing is manually controlled from working platforms. Pipe Carrying Rack: Carrying rack with slide, mounted on RH side of Drill Frame, with access from rear platform. Accommodates 15 pieces of 4-1/2" (114mm) diameter x 20' (6m) Flush Joint type Drill Pipe. Pulldown/Holdback: The pulldown holdback system powers the tophead rotary in either the pulldown mode or the hold back mode through the use of heavy-duty cables and a 6 (152.4mm) hydraulic cylinder. Pulldown mode provides 25,000 lb. (11,340 kg) with a feed rate up to 94 FPM (28.6 MPM). Holdback mode provides 40,000 lb. (18,144 kg) with a pull out rate up to 106 FPM (30.4 MPM). Water Injection Pump: A hydraulically powered 4-cylinder Bean water injection pump, equipped with variable speed control for rated output up to 18 GPM. Single Pipe Loader: A single pipe loader is mounted on the right side of mast. Consists of a holding pod with hand wheel on bottom and a guide with safety latch on top. Unit swings from side of mast to center of hole for automatic line up with tophead. Sliding Breakout Table with Power Slide Holding Wrench: Breakout table mounts in rear section of mainframe. Unit retracts hydraulically to allow setting casing up to 20 in. (508 mm) diameter. Equipped with hinged section to allow easy insertion and removal of guide bushings. A sliding wrench is mounted on backside of table for holding drill pipe when breaking out. Bumper stops are integral part of table, which allows various sizes of holding wrenches to be used. Breakout Wrench: A modified 60 in. (1,524 mm) pipe wrench attached to breakout cylinder. 8" (203.2 mm) jaw capacity. Pipe Spinner: Hydraulically powered pipe spinner for 4-1/2 (114.3 mm) dia. flush joint pipe. Unit is swivel mounted above breakout table, so it can swing out of way. Easy, one-man operation. Can be used to spin in or out. Controls: All controls and gauges are grouped at the left rear corner of the drill. All controls, valves and gauges are labeled for operator's convenience and safety. Removable and lockable control panel cover is provided. Lights: Five (5) shockproof 12-Volt, LED lights for the convenience of night time drilling. The system is powered by the truck electrical system with the switch located at the operator's station. Lubricator: Seven (7) gallon (26.5 L) capacity, forced feed, electrically controlled from operator's position, for lubrication of down-hole-hammer. Air / Mud Manifold: Steel piping 21/2'' installed with manifold valves for air and mud system connection. Includes flexible hose at mast bend and top head drive travel to mast stand pipe. Full length restraints on hose. Air Compressor: Sullair two-stage twin screw rotary compressor, 1,000cfm, maximum pressure up to 350psi @2100rpm. Unit is driven by PTO, power gear transfer through multi-disc air clutch and standard universal joint drive shaft. Safety low oil, high temperature shutdown system. Equipped with air receiver tank, pressure gauges, valves, cooler, separate air intake filter, and all necessary piping. Remote Controlled Jib Boom: Independent controls located opposite operator's station for jib and winch functions. Operating Tools Included: 1. Guide Bushing, 4-1/2" 2. Rod Wiper, and Dust tab. Standard Miscellaneous Equipment: One (1) level for setting up the rig. Standard Paint: Mast and Rig: Beige Truck Cab: Yellow Undercarriage: Black Auxiliary Winch: BG8 Auxiliary Winch, option is selected. Mud Pump: Hydraulically powered 5x6 Duplex piston Mud Pump, option is selected. 2, Procurement of Tools and Related Equipment. a) Drill Pipes: 21 each drill pipes outside diameter 4-1/2" with 2-7/8 IF connections and 20' high. b) 2ea, Sub/Bit 2-7/8" IFB X 4-1/2" REGB c) 2ea, Sub/Bit 2-7/8 IFB X 3-1/2 REGB d) 2ea, 3-1/3 Reg Pin, IR QL60 shank e) 4ea, Bit, 8" QL60 Concave Hard f) 10ea Bit Tricone 8". g) GeoVision Borehole Video Camera System: Includes Camera mounted on Pan/Tilt controller with lights, Portable electric winch with variable speed control with 650 feet of cable; Encoder for on-screen depth display; 7 inch monitor and sun shade; Digital video recorder with 8 GB SD Card; Monitor auxiliary output jacks for audio/video, tie clip microphone. Auxiliary lights for large bores/shafts/mines/caves, Encoder, mounting tripod for shafts / wells. h) Welder / Generator: Diesel engine driven 250 amps, 8,000 watts with locking cover similar to Lincoln Ranger 305, engine shall be suitable for the high sulfur diesel used in Egypt. i) Tool set for maintaining rig. 3. SPARE PARTS: The Vendor shall provide a recommended spare parts list thirty days following award. List shall include and be categorized as immediate, short term, and long range or capital repair parts. Unit prices shall be provided for each part. The total cost for the spare parts shall not exceed the $100,000 amount listed in CLIN 0003-Spare Parts. The spare parts list shall be reviewed by the Host Nation, and the Contracting Officer may direct the Offeror to adjust the quantities as appropriate. Once the spare parts are agreed upon the Contracting Officer will direct the Vendor for the parts and quantities to be procured within the Not to Exceed (NTE) contract line amount. 4. INSPECTION AND COMMISSIONING ACTIVITIES a. Pre-delivery inspection at port (PDI): Vendor shall inspect the specified drill rig upon arrival at the military port of Alexandria and provide a written report of findings including any damages that may have occurred during shipping. Report shall be provided to the Contracting Officer with a copy to Mr. Tamer Kafafi. b. On-site startup and commissioning at the depot in Egypt. Prior to start of training, the Vendor shall re-assemble any parts or components that were disassembled during shipment. Each delivered piece of equipment shall be started and commissioned. The Vendor shall ensure that all parts and systems are in working condition and are ready to be used for the on-site training. c. The Vendor shall coordinate an inspection of the completed drill rig, tools, and spare parts prior to pick-up by the designated Freight Forwarder. Inspection shall be coordinated with the Contracting Officer and the Egypt Program Manager at least two to three weeks in advance of the inspection. Inspection to occur in the United States. 5. MANUALS: The following manuals are required with this procurement. All manuals are to be in English: The Vendor shall provide 2 copies of manuals for the main base equipment and the sub-equipment. Manuals shall include both operation and maintenance. 6. In-Country Training The Vendor shall provide in-country training to give the user the information, knowledge and understanding of the components and operation of the drill rig and its subsystems. The following requirements shall be accomplished by GEFCO's local dealer in Egypt: a. Perform Operations and Maintenance Training and Hands-On training for ten Egyptian Engineer Officers, Non Commissioned Officers and soldiers who will be working with the equipment. Training shall be performed on main equipment and all sub-equipment and components. b. Perform one full drill down to the maximum allowed depth, the drill will be performed by the Vendor's technicians and each technician will have at least one trainee beside him at all time until the drill is complete. c. Perform two full drills down to the maximum allowed depth, the drills will be performed by the Egyptian attendees but shall be supervised by the Vendor's technicians during the drilling. d. Perform training on the use of GeoVision Camera (hands-on) during the 3 drilling operations. e. Perform maintenance and light repair (if any) following each drilling operation. Vendor's technicians shall instruct the Egyptian trainees instruct during maintenance and repair as part of the hands-on training. f. The Vendor is responsible for providing all consumables, tools, greases, oils, etc., required for the completion of the in-country training. g. The in-country training shall occur within 90 days from the date of equipment arrival at Depot in Cairo. 7. WARRANTY: The Vendor shall include the warranty implementation and procedures for all supplied equipment under this contract in their proposal. A point of contact (POC) for warranty implementation shall be identified by the Vendor in their proposal. The POC shall have a local representative in Egypt who can act and resolve warranty issues. Manufacturers' standard warranty shall be provided and specified in the Vendor's proposal. The USACE representative in Egypt, Mr. Tamer Kafafi, shall be notified of all warranty complaints. STANDARD MANUFACTURERS MAINTENANCE: Vendors shall provide standard maintenance of the GEFCO Drill Rig for a period of two (2) years following delivery and completion of in-country training. Maintenance shall be performed in-country at the Vendor's local representative facilities. This one year maintenance shall include, but not be limited, to the following: • air, oil and fuel filter replacement • oil, transmission, coolant, brake and other fluid changes/checks • lubrication • belt replacement and tightening • battery check and tightening cables • spark plug replacement • any other standard yearly maintenance associated with drill rigs Repairs which require more than standard maintenance shall be brought to the attention of the Contracting Officer for review and direction. 9. Interested Parties: Interested parties should provide a capabilities statement which demonstrates the ability to comply with the requirements of the Statement of Work. If a solicitation is released at a later date, a Firm-Fixed-Price (FFP) supply contract type is being considered. The Period of Performance will include fabrication, inspection, and receive approval to ship the above listed equipment and approved spare parts within 180 calendar days after contract award. The in-country training shall be complete within 90 days after this period or 270 calendar days after contract award. The period of performance for this procurement is a total of 270 days after contract award plus a two year standard maintenance period to follow. Consequently, the total performance period is 1000 calendar days. Interested parties should provide information with regard to their particular company to include company name, organizational chart, address, point of contact, email address, phone number, and fax number. A. Site location: Egypt B. The magnitude of procurement for this acquisition is between $1,000,000.00 and $2,000,000.00. C.
