- Please sign and return page 8 Offer submittal form Item purchase description 5120-00-708-4878 Hydratight Sweeney Division part number 102E or equal. 2 orders for 1 each, destinations are Norfolk VA 23511 and Jacksonville NC 28545. See attached for complete description and applicable clauses. Buy American Act applies in accordance with FAR 25.1 Successful offeror must be currently active in the System for Award Management (SAM.gov). Marking in accordance with MIL-STD-129 is required. See attached IPD for complete list of requirements. Award will be based on (1) Price, (2) Shipment Days (1) Price will be evaluated first and is most important. (2) Shipment is requested in 30 Days After Receipt of Order (DARO). Shipment is the second most important factor. In the case that one or more vendors are equal in price, award will be made to the best shipment time under the required 30 DARO. In order to be considered for any GSA awards, you must use GSA's quote form and complete all areas, to include the signing of the MIL 129 Compliance Form. Please let me know if you have questions.
