This is a Request for Information (RFI)/Sources Sought Notice, issued in accordance with FAR 15.201(e), to conduct market research. This RFI/Sources Sought Notice is issued solely for information and planning purposes. It does not constitute either a Request for Quotation (RFQ) or a Request for Proposal (RFP); nor is it a promise to issue a RFQ/RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not seeking proposals at this time, and will not accept any unsolicited proposals. Responders, and not the Government, will pay for any costs incurred while responding to this RFI/Sources Sought Notice. Vendors who don t respond to this RFI/Sources Sought Notice may still participate in any future RFQ/RFP. Information submitted in response to this RFI/Sources Sought Notice is strictly voluntary and becomes the property of the Government. The Government may modify this announcement in the future, as information changes. This RFI/Sources Sought Notice is market research to help the Department of Veterans Affairs make acquisition decisions. The VA Heartland Network Contracting Office (NCO) 15 is looking for VETBIZ VIP verified SDVOSB and VOSB concerns registered under the NAICS code of 238220 (Plumbing, Heating, and Air-Conditioning Contractors) in both VETBIZ and SAM that are capable of performing boiler combustion tuning, as described below. DESCRIPTION OF SERVICES: Perform semiannual boiler combustion testing on four (4) boilers at the Leavenworth VA Medical Center and four (4) boilers at the Topeka VA Medical Center, as specified by VHA Directive 2008-062. The combustion testing of the boilers in Topeka shall be conducted in September and October (2 in September and 2 in October) and in October and April (2 in October and 2 in April) in Leavenworth. A detailed written report of the tests results, findings and recommendations, shall be submitted to the COR no later than one week after the tests are completed. Offerors are advised to review operating data and schematics regarding specific boilers before submitting quotes for combustion test. CONTRACT OBJECTIVE: The hospital must ensure that the condition of the physical plant and overall hospital environment is developed and maintained in a manner to ensure the safety and wellbeing of patients. This includes ensuring that required inspections, testing and maintenance activities are performed in accordance with Federal and State laws, regulations, guidelines, standards and manufacturer s recommendations. This is accomplished by establishing maintenance schedules and ongoing inspections and testing to identify areas in need of repair. The purpose of the combustion testing is to ensure that the boilers are operating in an efficient manner. Period of Performance - Testing shall begin no later than two weeks after award of contract and end with the submission and acceptance by the COR of the test results but before expiration of the contract. Drum Level Electrical Supply Electrical cabinet Benchmark Expectations Excess air Carbon Monoxide Emission gases Tune-up Diagnostics Outline: Flue gas analysis Stack temperature % Oxygen % CO2 % Efficiency % Excess Air CO ppm NO ppm NOx ppm Pre-purge Pilot adjustments Low fire adjustment Check analyzer for Oxygen and Carbon Monoxide readings Check manifold pressure Increasing the fire rate Check for signs of sooting or instability Fuel/air ratio adjustments Assure combustion is set at maximum efficiency High fire check Manifold pressure as defined by manufacturer Single point positioning Boiler pressure and temperature relationship Recommended Procedure: Operate burner(s) on each fuel (oil, gas) from low fire to high fire and back to low fire in at least six increments and record combustion performance (flue gas oxygen, carbon monoxide, nitrous oxide, where applicable), fuel train pressures, atomizing train pressures, burner pressures, stack temperatures, boiler steam output. Compare the combustion performance data with VAMC requirements and previous readings. If necessary, make adjustments to the fuel flow and combustion air controllers, control valves and dampers to obtain the required performance. Record the new performance data. Verify accuracy of the instruments. Immediately inform the COR of any recommended modifications. Required burner performance (natural gas and fuel oil): 1) Turndown (ratio of maximum and minimum firing rates): 10/1 8/1 5/1 4/1 (Refer to original burner specification). 2) Achieve, but do not exceed, boiler maximum steam flow output rating. Measure fuel input at minimum and maximum firing rates. 3) Maximum carbon monoxide: 200 parts per million (ppm). 4) Maximum nitrous oxide: refer to original burner specification. 5) Flue gas oxygen: 2.5 - 4.2 percent (Up to 5.2 percent at loads below 40 percent of maximum steam output, no upper limit at minimum firing rate, oxygen can be one percentage point higher on oil firing on single-point positioning systems). 6) Flue gas oxygen (low excess air burners): 1.0-2.0 percent (Up to 2.5 percent at loads below 40 percent of maximum steam output, no upper limit at minimum firing rate: oxygen can be one percentage point higher on oil firing on single point positioning systems). 7) No visible smoke. 8) Flames shall be stable with no pulsations, shall be retained near burner, no constant flame impingement on refractory or waterwalls. Report Requirements: Provide complete written report of the tuning performed, all findings, and recommendations. At a minimum the following information will be included in the report (Excel or Word format): 1) The first column, labeled Function, did the device pass or fail. 2) The third column, labeled Deficiencies-Recommendations. 4) The fourth column, labeled Corrective Actions, lists any corrective actions taken during the tuning. 5) The fifth column with the date tuning was performed or completed. 6) The sixth column with person performing the test. 7) The seventh column will be for comments. Furnish report within 1 week of each facility inspection in Microsoft Word format by email to the COR and to the designated VA Headquarters Office. Provide hard copies of data sheets and flue gas analyzer strip printouts to the COR within 1 week of visit. All safety-related deficiencies shall be immediately reported to the COR, Boiler Plant Supervisor, and/or Chief Engineer during the inspection visit. General Contract Requirements The tune-up of the boilers and burner controls, monitoring, data gathering, instrumentation and associated systems specified in this section shall be performed by a company that has been in the business of servicing and inspecting industrial and institutional boiler control and instrumentation systems similar to those specified herein, as a primary business, at least three years. That company shall furnish all labor, supervision, instruments, and tools to provide complete calibration and testing. The contractor and all of the individuals working on the project site shall have taken the OSHA Certified 10-hour construction safety course. All work shall be done by properly trained, skilled technicians who are regularly employed and qualified in performing combustion tuning of industrial and institutional boilers. Technicians shall have completed at least 1 year of trade school and have 3 years of successful experience in this field, and 1-2 years working with Hays Cleveland controls; and must be factory trained and certified by Hay Cleveland to work on controls and instrumentation. The experience shall be largely with institutional and industrial boiler plants similar in design to the VAMC plant. The VAMC facility manager/engineer may define and accept equivalent qualifications. Technicians shall be equipped with portable electronic flue gas analyzers and other test instruments necessary for the required tests and calibrations, all calibrated within 1 month of the site visits. At facilities with programmable digital controls, the technicians must be capable of programming the controls and have the appropriate hardware and software for this. The Contractor shall not subcontract with any subcontractor for labor and supervision without prior written approval from the contracting officer. Two on-site combustion tunings should be performed, at six month intervals. All inspections must be coordinated with the COR. Inspection and tune-up to be performed under supervision of COR. The Contractor must submit a detailed report of testing results to the COR. Failures must be reported to the COR and Boiler Watch immediately. VA Boiler Plants DO NOT ALLOW for any boiler to be automatically or remotely started or lead lag control systems are not allow within the VA boiler plants, regardless of the size or type of boiler. The boiler shall be started by an operator standing at the boiler. Multiple-loop programmable microprocessor or programmable logic (PLC) proportional- integral-differential (PID) solid state electronic controllers shall control all functions except burner management. Controllers are mounted within specified control panels. Each boiler has separate, uninterrupted power supply. Boiler equipped with manual control to increase and decrease the firing rate. GENERAL INFORMATION: The intended contract period of performance is one year, with options for renewal. The assigned NAICS code is: 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and the small business size standard is $15.0 Million. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a RFI/Sources Sought Notice only, to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This RFI/Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
