Description
NASA/George C. Marshall Space Flight Center (MSFC) is seeking information from interested parties about potential sources for support for NASA's Technology Transfer Office (TTO), as it executes its mission to leverage the capabilities and accomplishments of the Agency for the benefit of both NASA and the taxpayers. MSFC Technology Transfer Office (TTO) is seeking to transfer NASA technologies (or innovations) to the commercial sector, academia and other government agencies through the use of the NASA licensing process. Details on the licensing process can be found on the NASA website technology.nasa.gov. The potential source shall provide support to NASA's TTO as needed to facilitate intellectual property (IP) assessments, IP marketing and other form of collaboration to acquire, commercialize or mature technologies of interest to NASA. In accordance with FAR 15.201(e), the information requested is for planning purposes only and is not intended to bind the Government; This RFI is not to be construed as a commitment by the Government to enter into a contractual agreement; nor will the Government pay for information solicited. Respondents will not be notified of the results of this evaluation. Background: MSFC Technology Transfer has had a dramatic impact on fostering beneficial technology partnerships between industry and NASA. These innovative partnerships have significantly contributed to NASA's mission and have produced products and services that have enhanced the nation's economic growth. NASA implements technology transfer via the patent license process (see technology.nasa.gov for specific details). The process starts by a NASA employee(s) or contractor(s) working under NASA-funded contracts, grants, or cooperative agreements disclosing any invention, discovery, improvement or innovation that has been conceived or first practiced in performance of their NASA work. This disclosure of invention process is referred to as New Technology Reporting (NTR) process. The NTRs that are generated are then reviewed/assessed by the NASA Patent License Team members for potential patenting and subsequent commercialization opportunities (via NASA License Agreements). The purpose of this RFI is to seek potential sources for technical support for the NASA TTO when it comes to reviewing (screening/assessments) and marketing these innovations. From para. 1.4, FLC Technology Transfer Desk Reference, Sixth Edition, October 2013 Description of Anticipated Requirements: The scope of this potential support includes, but are not limited to: 1) Strategic Development (at both agency and interagency), 2) Portfolio Management and Support, 3) Outreach and Education Support, 4) In-reach support, 5) New Technology Reporting 6) Technology Opportunity (TOP) Sheets development, 7) Technology Screenings, 8) Assessments & Marketing Strategies, 9) IP Marketing (General), 10) In-Depth Marketing Assessment, 11) Licensing support, 12) IP and technology research, 13) Success Story Development, 14) Special Projects, and 15) Provide and develop workshops, symposia, conference support and other mechanisms that aid NASA (Technology Transfer Office) in identifying and transferring technologies in and out of NASA. NASA is seeking capability statements from all interested parties regardless of business size or status. Interested parties that have the capabilities necessary to meet or exceed the stated requirements are invited to submit a response to this RFI. Response Instructions: The response to this RFI will be in the form of a PDF Document, limited to ten pages and contain the following information: 1. Name of submitter and contact information (institutional affiliation), phone number, email address and address of firm; 2. Identify whether large or any category of small business; 3. CAGE code/DUNs number (if applicable); 4. GSA contract number (if applicable); 5. Number of years in business and list of customers for the past five years ; 6. Statement of capabilities and qualifications that address the respondent's ability to provide support to which meet those requirements specified above; 7. Discussion of experience performing technology assessments and market research on technologies (last 5 years); and 8. Discussion of past experience (last 5 years) in developing commercialization and strategic plans to address transferring technologies. It is not NASA's intent to publicly disclose proprietary information obtained in this RFI. To the full extent that is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Propriety or Confidential" will be kept confidential.
