- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with COMSOL, Inc. for the acquisition of COMSOL perpetual floating network licenses to be used by the NIST Office of Information Systems Management (OISM). ***** The Office of Information Systems Management's (OISM) Infrastructure Systems Division (ISD) at the National Institute of Standards and Technology (NIST) manages and supports NIST's enterprise on and off premise computing and data storage environments that underpin NIST's mission and business functions. To fulfill its mission, the ISD utilizes COMSOL Multiphysics software for data analysis and graphing software. ISD has a need to increase the number of COMSOL Multiphysics software licenses. COMSOL Multiphysics is finite element analysis software for physical modeling via partial differential equations across grids. It supports modeling of mechanical, thermal, RF/microwave radiation, and fluids modeling, etc., and allows coupling together of these different physical domains to simulate one complex system constructed of a variety of materials. COMSOL has been a critical component of NIST research in things like chlorine transport in concrete, the thermal properties of solder, the behavior of plasmas, etc. Use of any other software would: 1. Interrupt numerous NIST research programs. 2. Cause undue costs associated with replacing the existing library of processes and job scripts. A COMSOL, Inc. representative confirmed that COMSOL perpetual software licenses can only be purchased directly through COMSOL, Inc. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers with a small business size standard of $38.5 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by March 9, 3:00 p.m., EST will be considered by the government. Responses shall be submitted via email to amber.gray@nist.gov.
