- SYNOPSIS: The National Institutes of Standards and Technology (NIST) hereby provides notice of its intent to negotiate a sole-source, Labor-Hour contract to Sandia Corporation for use of the Department of Energy (DOE) sponsored, Federally Funded Research and Development Center (FFRDC), Sandia National Laboratories, located at 1515 Eubank Blvd, SE, Albuquerque, New Mexico, 87123-3453; for a period of approximately two years. The contract is expected to be awarded pursuant to FAR 6.302-1, Only one responsible source. This requirement calls for an experiment Involving placement of NIST designed Individual environmental chambers in a dry cell type radiation facility and irradiating samples of cables Inside these chambers under pre-set conditions of temperature and relative humidity (RH). This aging project requires a gamma radiation environment to adequately age electrical cables according to The Institute of Electrical and Electronics Engineers (IEEE) qualification standards. This long term cable aging experiment is critical in meeting the requirements of the Condition Monitoring of Electrical Cables project, an Other Agency agreement with the Nuclear Regulatory Commission (NRC). At the core of the agreement Is NIST's ability to provide deliverables to NRC of condition monitoring methods for electrical cables that affect safety at nuclear sites. This is an issue that is important to U.S. Homeland Security and nuclear sites worldwide. The critical features of this experiment are the 1) simultaneous gamma radiation, temperature and RH aging environment, 2) a gamma radiation dose rate of 46 Gr/hr (1.3 rad/s) for a total dose of 80 Mrad, for a total period of two years, and 3) facilitation of cable analysis at quarterly Intervals. The Gamma Irradiation Facility (GIF) at the Sandia National Laboratory is the only facility able to support the critical requirements of this long term gamma radiation experiments and maintain the environmental chambers that meets the government' specifications for the long term aging of cables project. Results of the Government's market research shows that five entities possess radiation facilities, but only one, Sandia National Laboratory's Gamma Irradiation Facility (GIF), meets all of the specifications required by the government. Only the GIF at Sandia National Laboratory can meet the Government's needs of specific gamma dose rates for the total gamma dose, a two-year experiment, and support the operation of the environmental chambers. If the long term cable aging experiment at Sandia National Laboratory cannot be completed it will potentially result in the inability of the Government to complete deliverables for the NRC agreement for the Condition Monitoring of Electrical Cables Project in the defined timeframe. This inability would then affect safety at nuclear sites, which is Important to U.S. Homeland Security and nuclear sites worldwide. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chantel Adams by email at chantel.adams@nist.gov, no later than 12:00 p.m. Eastern Time on Tuesday, March 14, 2017. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
