- The Centers for Disease Control and Prevention (CDC), Office of Public Health Preparedness and Response (OPHPR), Division of Emergency Operations (DEO) intends to award a sole source firm-fixed price purchase order to the Bio-Nuclear of Puerto Rico, Incorporated. The address is 3 Avenue Simon Madera; San Juan, PR 00924-2200. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 423450 (Medical, Dental and Hospital Equipment and Supplies Merchant Wholesalers). The size standard is 200 employees. The Government intends to purchase the Dynex Agility Sytem needed by the Division of Emergency Operations (DEO). The Dynex Agility technology allows for the simutaneous testing of 6 ELISA plates, which truly accelerates Zika diagnostics testing. Since Zika is cross-reactive with dengue in ELISA assyas, the immundiagnostics for Zika and dengue must be done concurrently in order to better diagnose a patient. This technology allows the CDC to increase our laboratory immunodiagnostics capacity for Zika, which will be crucial to the CDC's efforts to stop the spread of the virus and study the disease. Specifically, this testing platform will be used to test specimens for pregnant women in Puerto Rico. This screening of pregnant women is already underway and this equipment will allow the CDC to meet and maintain testing goals required to provide diagnostic services to the vulnerable population. This is the only instrument validated for running the Zika MAC-ELISA. Only Bio-Nuclear of Puero Rico, Incorporated has the technology to make this system. Bio-Nuclear of Puero Rico, Incorporated specially makes this system upon demand to exact specifications currently utilized in the CDC's DVBD Dengue Branch. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to the Bio-Nuclear of Puero Rico, Incorporated. Bio-Nuclear of Puero Rico, Incorporated is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
