Description
Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) European Offices located in Stuttgart, Germany and Naples, Italy is conducting market research to identify qualified sources interested in, and capable of providing streamlined delivery of Electronic Security System (ESS), Emergency Management System (EMS), and Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance / Information Technology (C4ISR/IT) solutions to the warfighter at shore installations in Europe, Africa and Southwest Asia. The U.S. Government is interested in knowing to what extent your firm would be capable of providing the services mentioned below. Suggested NAICS are 541512-Computer System Design Services or 541513-Computer Facilities Management Services. The findings from this Market Research effort may impact future solicitations related to this requirement. This sources sought is not a solicitation or Request for Proposal as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. The Government may use the information provided to develop a comprehensive acquisition strategy and solicitation. The anticipated award is an indefinite delivery, indefinite quantity-type, non-personal services contract, providing technical/professional services for all aspects of Outside Continental United States (OCONUS) Command Control Computers Communications (C4I), Information Technology (IT), and Electronic Security Systems (ESS). This acquisition provides engineering development, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support solutions for ashore systems. It provides functional and technical expertise supporting of a wide range of Access Control Systems (ACS), Intrusion Detection Systems (IDS), Video Management Systems (VMS), Physical Security Information Management Systems (PSIM), command & control equipment, and any other equipment and software associated with security and emergency management solutions. The solicitation will also provide technical capability, knowledge, industry partnerships, experience, and expertise/proficiency required to design, procure, establish, integrate, install, test, maintain and support enterprise IT systems solutions and equipment. It also includes DoD Risk Management Framework (RMF) artifacts for certification and accreditation and for continued sustainment of Information Assurance (IA) compliance. The anticipated contract term is a one-year base period with four one-year option periods projected to begin in late FY17. The contractor shall provide, as required under each TO, turn-key solution comprised of program management, engineering, subject matter expertise, technical support, logistics, installation, integration, test, and Operation and Maintenance (O&M) support in order to meet end-user needs. The Contractor shall deliver ESS, EMS and C4ISR/IT systems IAW the performance characteristics, interoperability, and interfaces as specified in each TO. The work to be performed requires the Contractor to have a broad technical understanding of ESS, EMS and C4ISR/IT to provide turn-key solutions and/or related support services. As mandated by the Federal Republic of Germany, contractor personnel on extended assignment working in Germany under this contract shall obtain a Technical Expert Status Accreditation (TESA). Services will be provided the rapidly changing environments across Europe, Africa, and Southwest Asia. Cost effective and innovative system solutions are required to respond to routine, emergent, and evolving challenges of the warfighter in these regions. This contract will be executed with resources located near the SPAWARSYSCEN Atlantic European Office in Stuttgart, Germany. See attached DRAFT PWS for the full scope of requirement (attachment 1). Interested companies are requested to submit capabilities statements to the parties identified below NLT 20 March 2017. Capabilities statements shall include the following information: 1. Detail capability to organize and staff a contractor workforce to support technical execution of systems noted in DRAFT PWS. 2. Minimum mobilization period (in months) to meet the DRAFT PWS requirements to include necessary time to recruit, hire, train, and locate the necessary workforce. 3. Detail capability to train & deploy accredited / certified personnel concurrently in multiple locations outlined in DRAFT PWS. 4. Detail the capability and organizational strategy for ensuring cost control and cost reduction across multiple sponsors, projects, and geographical locations in support of the DRAFT PWS in a single award and MAC solution. 5. Input concerning a multiple-award strategy versus a single award strategy, and your capability to support one or both. 6. Input concerning a firm fixed price contract and inherent risks associated with the attached DRAFT PWS. 7. Experience performing the same or similar requirements within the last 5 years (include contract number, contract type, dollar value, # employees, summary of work performed).
