- This request for information (RFI) is being used to conduct market research. This is a RFI only regarding a tentative requirement for continued Logistics Automation (LOGAUTO) Services. ACC-RI is issuing this RFI to determine if an adequate number of qualified contractors are capable of providing for automated logistical support to the Army Forces deployed to Southwest Asia. 1st Sustainment Command (Theater) (1st TSC) Logistics Automation Branch provides materiel support and integration of Logistics Information Systems (LIS) in Theater performing the technical, functional and performance characteristics of providing LOGAUTO Services to fulfill the requirements. Personnel with specific subject matter expertise in Information Assurance (IA) and key logistics systems - supply, ammunition, and logistics command and control - are required to properly design and implement this architecture. These personnel are needed to provide IA compliance guidance, automated logistical support, technical training and assistance to subordinate logistics commanders' staff and Sustainment Automation Systems Management Offices (SASMOs). LIS are a family of automated logistics, maintenance, and analysis systems that are managed by Communications-Electronics Command Program Executive Office Enterprise Information Systems and for the purposes of this contract consist of: Standard Army Maintenance System (Enhanced and Standard) Army Ammunition System- Modernized Property Book User System- Enhanced Unit Level Logistics System- Aviation Combat Service Support Automated Information Systems Interface Medical Communications for Combat Casualty Care (MC4) Global Combat Support System-Army The SASMO provides customer assistance for the Army's LIS, including software, functional, technical, communications and limited hardware. The SASMO also provides training evaluation to unit personnel and staff assistance on the use and implementation of LIS throughout the command. 1st TSC requires contracted support to augment the SASMO infrastructure within the Theater. This requirement is critical for efficient support to all operations and activities in the ARCENT AOR. The U.S. Government will use the responses received for information/planning purposes and to identify potential sources as part of market research. The contractor receiving award will perform Major Levels of effort in the following areas: • Contract Level Management • Management Plan • LIS Information Assurance and Automation Architecture • LIS Maintenance Services • LIS Support Services • Theater Provided Equipment Property Book Office • Project Management and Logistics Operations • Logistics Automation Operations and Integration • LIS Training Services • MC4 All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. All information received in response to this RFI marked "Proprietary" shall be handled accordingly. Interested parties are responsible for adequately marking "Proprietary" or "Competition Sensitive" information contained in its response. Not responding to this RFI does not preclude participation in any future requirements, if issued. Responses to this RFI will not be returned. If it is the intent of the U.S. Government to extend the term of the current contract in place, it will be synopsized on www.fbo.gov. It is the responsibility of vendors to monitor this site for additional information pertaining to requirements. The U.S. Government requests that interested parties respond to this notice by providing a brief description of the company and its capabilities of meeting the requirements for the LOGAUTO mission, as described above and capability to be fully operational and vetted by 01 June 2017. If an interested contractor cannot meet this operational requirement, it is requested that a capability statement be provided to include what timeframes can be accommodated and the rationale for needing additional time. The capability statement shall also include the following: contractor name, CAGE code, DUNS number, Tax ID number, size category and socioeconomic status, point of contact, address, telephone and fax numbers, website and e-mail addresses, and a brief description of recent and relevant projects for tasks similar to those of the LOGAUTO requirements. Contractors shall submit the above information via e-mail to Mr. Riley DeBrock, Contract Specialist, e-mail riley.j.debrock.civ@mail.mil and Mr. Charles Williamson, Contract Specialist, e-mail charles.m.williamson12.civ@mail.mil, no later than 28 February 2017, 0800 (central).
