- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 17-R-0006 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7.50M. This requirement is a [ Total HUB-Zone ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-03-01 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be in the Place of Performance. The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: LI 001: Improved Grounds. CLIN 0002 is for quantity of acres beyond CLIN 0001., 5, MONTHS; LI 003: Debris/Leaf Cleanup IAW PWS Para 5.3, 10, ACRES; LI 004: Additional Service IAW PWS Para 5.4, 50, ACRES; LI 005: Semi Improved Grounds (600 Acres) IAW Para 5.5-5.5.9, 4, EACH; LI 006: Contract Manpower Reporting IAW Para 5.7, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. SITE VISIT INFORMATION: Landscaping Services Mowing Only Site Visit/Survey. The purpose of this site visit/survey is to eliminate any possible misunderstandings of the terms of the solicitation and for prospective vendors to familiarize themselves with the installation and types of grounds that will require mowing. All interested vendors are welcome to attend at the firm s expense with a limit of two (2) attendees per firm. To gain access to JBLM- Main and JBLM- North, a visitor s pass must be obtained from the Visitor s Center immediately outside the Main Gate, which is located at Exit 120 off of I-5. The hours are 0500 2200 daily. At the Visitor s Center service window, request a 1-day pass to attend a meeting at the Mission and Installation Contracting Command. To obtain the vehicle pass, the driver of the vehicle must present a valid driver s license with picture, proof of current vehicle insurance, and valid vehicle registration. All passengers in the vehicle must also enter the Visitor s Center and present a photo ID. Each passenger s name will be entered on the vehicle pass in addition to the driver s name. At the Liberty gate entrance, guard personnel will check the vehicle pass along with the photo IDs of the driver and all passengers. Unless the solicitation is amended in writing, it will remain unchanged. If an amendment is issued prior to the date and time set for closing, any questions must be received by the 2nd working day of the effective date of the amendment; any questions received after this period may not be answered. In no event shall failure to inspect the site constitute grounds for a claim or adjustment after contract award. Similarly, contractors who elect not to attend the site visit will in no way be assessed unfavourably during the evaluation process.
