Description

The construction project is to build a five story 427 space pre-cast concrete parking garage founded on a conventional footing foundation utilizing twelve feet wide double tee pre-cast planks.   The projects adjacent site impacts include 282 existing spaces lost   for the parking garage and parking lot reconfiguration which will provides 209 new parking spaces, the relocation and or rerouting of existing utilities, a new subsurface drainage infiltration system together with sidewalks and landscaping.   The parking garage will have an externally attached two elevator stair tower and at the opposite corner, a second cut in stairway.   The project is located in an existing 24-7-365 emergency medical hospital s employee parking lot and will require phasing to limit the impacts on the facilities parking capabilities.   The project requires the general contractor to provide a minimum of one-hundred temporary offsite parking spaces within one mile of the facility campus to offset parking impacts.   The project includes three deduction alternates that eliminate the uppermost three half parking deck floors and five other deduct alternates that eliminate various other appurtenant features.   The project without deducts will provide a net increase of 354 parking spaces The purpose of this notice is to determine if there are qualified SDVOSBs, VOSBs, WOSBs, and Small Businesses that have the experience within a hospital environment for this type of work and if such firms are interested in this procurement. The magnitude of construction is between $5,000,000 to $10,000,000. The NAICS code is 236220 and the small business size standard is $36.5 Million. Interested firms should indicate their interest to the Contracting Officer not later than noon on 3/14/2016 via email to stephen.flynn@va.gov The following information is required in response to this notice: (1) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (2) Two (2) comparable projects of similar size and scope within the past five (5) years for construction of a parking garage structure; (3) Prime shall provide proof of bonding capacity for a project of this magnitude; (4) Prime shall provide proof of insurance for a construction project of this magnitude; (5) Proof of cost control successes on prior projects; (6) Firms shall provide proof of valid Joint Venture or Teaming Arrangements, if applicable; (7) SDVOSB or VOSB firms shall be verified by the Center for Veteran Enterprises (CVE), if applicable; and (8) Firms shall hold active SAM registration All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms. Failure to submit all information requested in addition to the below form will result in a contractor not being considered as an interested concern. If adequate interest is not received by noon on 3/14/2017, this action will not be set-aside for SDVOSBs, VOSBs, WOSBs, or Small Business firms.
