Description
Request for Information: This is not a solicitation. This request for information is for informational and planning purposes only. It is not to be construed as a commitment by the Government. The Government does not intend to award an order on the basis of this notice or to otherwise pay for the information solicited. Defense Threat Reduction Agency (DTRA) has an upcoming requirement for agency-wide IT services and support.This effort is expected to have a ten (10) year period of performance, including options. The enclosed information is provided to you for comment, questions and suggestions. BACKGROUND: The Defense Threat Reduction Agency's (DTRA) mission is to safeguard the United States and its allies from Weapons of Mass Destruction (WMD) by providing capabilities to reduce, eliminate, and counter the threat and its effects. The mission dictates a diverse set of customers and unique mission requirements. As the organization evolves, the demands on Information Technology (IT) and associated cybersecurity controls increase accordingly. The J6 office supports DTRA's mission by transforming how the agency utilizes knowledge, technologies, and capabilities to achieve the following goals: • Evolve information technology in support of CWMD mission performance • Enhance knowledge sharing and communications across the CWMD workforce • Enable and maintain robust and efficient communications and computing capabilities • Establish governance to effectively track and utilize our information resources PURPOSE: The DTRA requests industry input on concepts and strategies to implement this vision, to include emerging requirements. The DTRA envisions a requirement for a broad range of agency-wide IT services and support. The DTRA is seeking infrastructure and mission support that will cross all security domains in a research and development and operational capacity. SCOPE: The DTRA is seeking agency-wide IT services and support, to include migration of IT to the Cloud in accordance with DoD policies and industry best practices. The DTRA has identified several key IT services and support functional areas: • Engineering • Operations and Maintenance • Cloud Services (Migration, Management and Provisioning) • Cyber Security • Governance • Knowledge Management • Integration • Asset Management These key areas have been parsed into potential tasks. Tasks that are being considered include, but are not limited to: • Network Engineering and Operations • Architecture (Storage Management; Geospatial Information Systems; Enterprise Information Environment) • Countering Weapons of Mass Destruction (CWMD) System Development (Software Development) • Project Management (Manage agency IT initiatives) • Systems Engineering (Design, engineer, integrate, and implement IT Solutions) • Quality Assurance (IT products and services) • Test and Evaluation (Verification and Validation) • Operations and Maintenance (Break-Fix & Corrective Maintenance; IT Operations [infrastructure]; Monitor & Control; New User/Relocation; Problem Resolution; System Administration; Telecommunication; and Audio/Visual) • Communication Security (Management and Custodial Services) • Configuration Management (Manage core service configuration baseline) • Continuity of Operations/Disaster Recovery (Plan and develop solutions; Storage Area Network; Redundancy) • Cloud Services (Brokerage, Provisioning and Management; Operations) • Cyber Security (Cross Domain Support; Cyber Security Service Provider; Risk Management Framework) • Governance (Policy; Capital Planning and Investment Control; Internal Controls; Quality Assurance; Reporting; and Requirements) • Knowledge Management (High Performance Computing [Efficiencies and implementation - {Big Data, Exascale, HPC Cloud}], Big Data Analytics, Sources, and Storage; Data Sharing; Content Management; Data Visualization; E-Discovery; Forensics) • Asset Management (Technology Forecasting; Technical Reviews; Procurement; and Lifecycle Management) ESTIMATED ACQUISITION TIMELINE: • Industry Day - June 2017 (Possibly multiple as needed) • Draft Request For Proposal- November 2017 • 2nd Industry Day -November 2017 (if required) • Request for Proposal - January 2018 • Contract Award - August 2018 REQUESTED INFORMATION: Vendors should furnish a White Paper (15 pages or less). The White Paper should outline your organization's concepts and strategies to implement this vision, and identify any gaps within the functional area and task list (missing or ambiguous requirements). Feedback in the white paper should also include specific questions, comments, issues of clarification, timeline and suggestions for refining documents to reflect clear guidance to industry and industry trends and best practices. Vendors should also address the items below: What is a reasonable transition timeframe? What percentage of the requirement would you anticipate to provide opportunities to subcontract to socio-economic set aside programs? Are there particular areas that lend themselves or don't lend themselves to sub-contracting? Please provide your DUNS Number as well as specifics regarding your business size (Large, Small, SDVOSB, WO, 8a, etc). All interested parties must submit their responses, ideally, no later than 12:00 PM Eastern Standard Time on Friday, March 10th, 2017. For consistency, the respondents are instructed to submit their response in either MS Word (.doc) or Adobe Acrobat (.pdf) format.
