Description
The National Cemetery Administration has issued solicitation number VA786-17-Q-0267 as a Request for Quotation (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a solicitation is attached. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% set aside for Service-Disabled, Veteran-Owned Small Businesses. The NAICS Code is 561730, Landscaping Services; with a size standard of $7.5 million. The Contractor shall deliver the following items, FOB Destination. Delivery shall be completed within thirty (30) calendar days ARO, to the following addresses: West Virginia National Cemetery 42 Veterans Memorial Lane Grafton, WV 26354 Calverton National Cemetery 210 Princeton Blvd. Calverton, NY 11933 CLIN Description Qty Unit Unit Cost Total Cost 0001 Furnish all supervision, labor, equipment, tools, materials and supplies necessary to plant seventeen (17) Norway Spruce trees and eighteen (18) White Pine trees including the installation of properly sized mulch bases around the tree, staking of each tree, installation and initial filling of self-watering gator bags, and removal of any and all associated debris after planting at the West Virginia National Cemetery. 1 Job $ _________ $ ____________ 0002 Furnish all supervision, labor, equipment, tools, materials and supplies necessary to plant forty (40) trees (deciduous & evergreen / coniferous) including the installation of properly sized mulch bases around the tree, installation and initial filling of self watering gator bags, tree stakes and removal of any and all associated debris after planting at the Calverton National Cemetery. 1 Job $ _________ $ ____________ Site Visit: Offerors or quoters are mandated to inspect all sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect a one or all sites constitute grounds for a claim after contract award. Telephone inquiries will not be accepted. Questions received after the specified date and time will not be considered. The following Provisions and Clauses apply to this procurement: a). The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. b). The provision at 52.212-2, Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This solicitation is for Lowest Price Technically Acceptable (LPTA). The following factors shall be used to evaluate offers: 1. Technical 2. Price c). The Government intends to award without discussions however; the Government retains the right to hold discussions if deemed necessary. Offerors are urged to ensure that their proposal is submitted on the most favorable terms, since less than their best potential could result in exclusion of the proposal from further consideration. Assurances of technical capability without a clear demonstration to support the claim may adversely influence the evaluation of the proposal. Failure to include all required documentation as required in this RFP, may result in your submission being found to be technically non-responsive and removed from further consideration. Evaluation Process: A Responsibility Determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. The Government will make use of several data bases to aid in establishing a more complete picture of responsibility and ability the databases include, but are not limited to Experian, PPIRS, EPLS, VetBiz and SBA. Proposals will be evaluated based on the following factors listed as shown below: TECHNICAL: The Offeror shall address each of the following, relevant to the Government s requirement: The proposal should not simply restate the Government s requirements, but it should describe, in detail, how the Offeror intends to meet the requirements. In particular, Offerors must provide information for the following sub-factors, which are weighted equally. The standard is met when the Offeror s technical proposal demonstrates the following: The Offeror possesses a clear understanding of current industry standards, policies, procedures, and processes utilized in accomplishing the complexity and magnitude of service requirements set forth in the SOW. PRICE: The Government will make a determination of fair and reasonable price in accordance with the Federal Acquisition Regulations (FAR) Part 15.404-1 Proposal Analysis Techniques. The Government will not consider offers that are considerably too high or too low and retains the right to use the standard means test and standard deviation to assess price proposals. Pricing may be compared against the Independent Government Estimate (IGE) or against the average mean of the offers received and may be used to set a competitive range if discussions are deemed necessary. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. *NOTE* SDVOSBs and VOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov when offers are submitted and at the time of award. (See Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered and will not be evaluated. If Offerors are still unable to submit a offer through VA eCMS Vendor Portal, the Contracting Officer may elect to accept submission of a CD version of the offer package as long as VA eCMS Vendor Portal registration requirements have been fulfilled and Offerors have contacted the VAAS helpdesk for assistance in their submission of an offer. A copy of the email correspondence with the VAAS helpdesk will be forwarded to the Contracting Specialist, Auvorie Benson, auvorie.benson@va.gov as proof of email correspondence. If a phone conversation with the VAAS helpdesk proves unsuccessful in an Offeror s ability to submit an offer prior to the closing date via Vendor Portal, the Offeror shall submit to the Contracting Officer correspondence that contains the date, time, and name of helpdesk representative the Offeror contacted to include the reasons why the Offeror could not submit a offer via the Portal. This document will be submitted together with the CD version of the offer. In the event an Offeror has not requested offer submission assistance to the VAAS help desk prior to the closing date, nor has submitted correspondence that identifies reasons why the Offeror could not submit an offer via Vendor Portal, the Offeror will be considered non-responsive and the CD version of the offer will not be accepted. 4. If a CD version of the offer will be accepted by the Contracting Officer, the electronic version of the offer may be submitted as an MS Word document in.doc or.docx format or Portable Document Format (PDF). Offerors who meet stated requirements may mail or handcarry the CD version of their offer to the address provided by the Contracting Officer. Offerors are responsible to ensure offers are received no later than the date and time specified in the solicitation. Late or incomplete offers will not be considered. All offers are subject to all terms and conditions of this solicitation.
