Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to N00024-14-C-5128 with Raytheon Company, Integrated Defense Systems (Raytheon IDS), 8680 Balboa Avenue, San Diego, CA 92123-1502. The purpose of this sole source contract modification is for an additional ceiling increase and a eighteen (18)-month extension to CY 2019 and 2020 for continued Platform Systems Engineering Agent (PSEA) support of the Ship Self Defense System (SSDS) MK 2 to execute and complete development of the existing within scope of the contract requirements for CVN and Amphibious Modernization Advanced Capability Build 12 (ACB 12) on Technical Insertion 12 (TI-12) and TI-12 Hybrid (TI-12H) (SSDS Software Build 10), and TI-16 (SSDS Software Build 11). As the PSEA and Design Agent (DA) for SSDS, Raytheon IDS performs system engineering, integration, testing, and support certification of software upgrades addressed in SSDS ACB 12 for CVN and Amphibious Combat System Modernization and hardware upgrades addressed in TI-12, TI-12H, and TI-16. This contract modification is needed to support completion of current in scope software development of ACB 12 on TI-12 for CVN 78 from the Land Based Engineering Test 16 (LBET-16) event through Deployment Certification. This modification will enable completion of Test Analyze and Fix (TAAF) efforts associated with computer program deficiencies discovered during Fire Control Loop Improvement Project (FCLIP), Total Ship Training Capability (TSTC) and Task Force Cyber Awakening (TFCA) Cyber Security/Boundary Defense Capabilities (BDC) from Land Based Engineering Testing (LBET) and Combat Systems Testing (CST) for LPD 23, LPD 24, and LHD 6 (as lead ships with TI-12H) through completion of baseline certification and from LBET through Formal Qualification Testing (FQT) for CVN 73, LPD 18 and LHD 6 (as lead ships with TI-16). The PSEA will also complete TAAF for deficiencies discovered during Far Term Interoperability Improvement Project (FTIIP) baseline and LINK certifications. The PSEA will implement computer program corrections for Engineering Deficiency Reports (EDRs) and Test Observation Reports (TORs) to eliminate Severity 1 and 2 trouble incidents discovered during the land based, shipboard, and interoperability testing referenced above. This effort is in scope tasking currently being executed under the subject PSEA contract and has been accelerated to provide critical capability to the Fleet to mitigate technology obsolescence and increased threats. Upon completion of the aforementioned efforts, all SSDS MK 2 ships will have Identification Friend or Foe (IFF) Mode 5 Fire Control and Tactical Data Information Link (TADIL) integration with the exception of the LSD 41 and 49 Classes which will have the Fire Control capability only. The PSEA will continue to support delivered legacy SSDS baselines on CVN and Amphibious class ships: CVN 68, CVN 78, LHD 1, LHA 6, LPD 17, LSD 41 and LSD 49. The PSEA will provide: systems engineering analysis in order to sustain delivered capability, reliability, and maintainability of SSDS hardware and software in the Fleet; software and hardware engineering to resolve identified engineering deficiencies; implementation of approved system changes; engineering support to maintain program generated capability; maintenance of the single source library and test bed environment; and engineering support to maintain technical data and configuration control until the Fleet support responsibility transitions to the Combat Systems Engineering Agent (CSEA) under the planned competitive procurement (anticipated to be awarded in FY19). Lastly, under this contract extension, the PSEA DA will provide support to enable transition from the PSEA DA Contractor to the CSEA Contractor, tasked via Technical Instructions. During the transition period, limited 12 months after CSEA contract award, the PSEA DA will be required to provide the Government iterative software drops for development of Software Builds 10 and 11 to support legacy baseline transition to the CSEA Contractor. The transition support, detailed in the PSEA DA contract SOW and further defined by Technical Instructions, will also include the preparation and final delivery of the following items to the Government: SSDS software development Versioned Object Base (VOB); Contractor-acquired Property (CAP) in support of executing the subject contract; in-service SSDS computer programs; development and management tools, all artifacts to include models and simulations, and all additional items as tasked to the PSEA DA to be delivered via Technical Instructions.
