Description
Statement of Work The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal for the procurement of rear discharge concrete mixer trucks. The concrete mixer trucks shall be complete with all integral parts and systems, accessories, spare parts, operation and maintenance training, and one year of standard in-country maintenance located in Egypt and shall meet the technical requirements identified in the Statement of Work. This requirement falls under the Foreign Military Financing (FMF) program therefore only U.S. vendors will be considered for award and all items must be manufactured in accordance with the Buy American Balance of Payments Program. The scope of this action includes : GENERAL : This requirement is for the procurement of one rear discharge concrete mixer trucks, all integral parts and systems, accessories, spare parts, operation and maintenance training, and one year of standard in-country maintenance located in Egypt. Delivery will be FOB Origin utilizing the Egyptian Freight Forwarder for the trucks, spare parts, and accessories. The training and maintenance will occur in the country of Egypt. a. The Vendor, at the time of the solicitation, shall demonstrate compliance with the requirements listed in the Statement of Work by submitting a technical specification or data sheets indicating compliance with their proposal. Vendors shall also demonstrate that they have in-country ability to maintain the vehicles and perform warranty actions in their proposal as well. This detailed specification shall incorporate all the required parameters in the following contract line items, and any variation should be highlighted during the solicitation time. b. Proposed replacement or substitution parts for those identified in the Statement of Work shall include justification and reasoning for the requested action and supporting technical data and information. All replacements or substitutions will be reviewed by the U.S. Army Corps of Engineers (USACE) for compliance to the Statement of Work and can only be approved by the Contracting Officer. Failure to completely support a proposed replacement or substitution may result in a proposal being viewed as non-responsive and unawardable. Interested Parties Interested parties should provide a capabilities statement which demonstrates the ability to comply with the requirements of the Statement of Work. If a solicitation is released at a later date, a Firm-Fixed-Price (FFP) supply contract type is being considered. The Period of Performance is anticipated to be 180 calendar days after contract award for the procurement, inspection, and acceptance of the trucks and equipment, in-country training. The in-country training is anticipated to be completed within 90 calendar days after the trucks and equipment arrived in Egypt. The maintenance required will occur for one year after the trucks and equipment arrive in Egypt. The total period of performance period is two years. Interested parties should provide information with regard to their particular company to include company name, organizational chart, address, point of contact, email address, phone number, and fax number.
