Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to negotiate a sole source contract with Digi Star located in Fort Atkinson, WI, for the purchase of a complete feed tracking system to include hardware and software for the feedlot, sheep and cattle facilities involved with both routine feeding of livestock as well as highly specific feed tracking recoards associated with research. Digi-Star is the only existing system that has the built in flexibility to record feed records on an individual pen basis and not a lot basis that cannot be traced back to individual animals in that pen. Commercially available feed tracking software utilizes lot tracking systems that do not account for individual animals in research pens. Many instances of research require specific feed tracking for individual animals in pens because instead of a pen or a lot often the individual animal is the unit USMARC requires to be recorded for our studies. Additionally, Digi-Star software is compatible with USMARC I.T. database requirements because it puts data into forms that are transferable to our system. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide these products are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the more than one firm can meet the Government's requirements and is capable of performing the intended task(s).
