- General Information. The U.S. Army Corps of Engineers, St. Louis District, is seeking businesses that are capable of providing the following: Metro East Levees Relief Wells, East St. Louis, Illinois and vicinity. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. Project Description. The work shall include installation of approximately 50 pressure relief wells along the landside levee toe near Cahokia, Illinois. The wells are 10-inch diameter and approximately 70 feet deep. The wells are to be constructed of stainless steel wire-wrapped well screen and solid-walled pipe, with the lower portion surrounded by clean filter pack materials and the upper 20 feet portion is backfilled with cast-in-place concrete. The work is anticipated to be performed by land-based drilling rigs. Reclaimed material from the drilling operation has to be tested for hazardous material prior to disposal off-site. Minimum Technically Acceptable Contractor Expertise Criteria: A potential Contractor must demonstrate through experience, references, project lists, or reports, they possess relevant resources and capability of constructing pressure relief wells by advancing the drilling with reverse rotary drilling methods that circulates clean water to remove foundation materials from the depth of the hole. A potential Contractor shall also include experience performing under tight timelines in a relatively constrained work site. Please address your firm's plan to include small business participation to the maximum extent practical on a project of this size and nature. Please provide suggested small business goals which maximize small business participation on this particular project. Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. SIZE STANDARD : $36.5 Million CONTRACT ESTIMATED RANGE : $1,000,000 to $5,000,000 ANTICIPATED SOLICITATION RELEASE DATE: Any solicitation for the nature of work described in this sources sought is subject to the availability of funds. Should funding become available the Government will use responses to this notice as Market Research to develop an acquisition strategy. Any solicitation(s) for this type of work will be made public as required by the Federal Acquisition Regulation at the Government Point of Entry (www.fbo.gov).
