- wage determination The Department of Justice, Justice Management Division, Antitrust Division, intends to award on a sole source basis to DoubleTree by Hilton Hotel Downtown Wilmington, DE approximately 6,500 usable square feet of contiguous remote trial space for the period April 10, 2017 through May 2, 2017 from 12:01am to 11:59pm. The space will require occupancy from March 27, 2017 to allow the Division to start its utility communication and power wiring, equipment, and furniture installations. The full trial staff will arrive the week of April 10, 2017 for additional site preparation and to start work. Occupancy will terminate May 02, 2017. Space must be within a 4 block radius of the J. Caleb Boggs Federal Building, located at 844 N. King Street, Wilmington, Delaware 19801-3569 to accommodate all of the staff, equipment, and documents required for trial. The facility must meet the standards set for a Level I facility under the authority contained in Executive Order 12977, 'Interagency Security Committee 'dated October 19, 1995, which is applicable to all buildings and facilities in the United States occupied by Federal employees for nonmilitary activities. The work area must be away from the large public area; must be secured via a card key system, restricting access to only DOJ personnel thereby giving a layer of protection for DOJ assets; information technology setup must be located in same work place and there must be space for printer/copier setup; hotel personnel (unarmed) conduct roving security checks of the hallway; entrances and exits are well lighted; the public cannot access the restrooms, access must be controlled with a card key; the space must have measures in place Shelter-in-Place(SIP) in the event of an emergency; daytime cleaning and building maintenance service requirements; security on office entry doors keyed off building master and provide (12) keys to Site Coordinator; security badging for after hour building 24/7 access through the General Services Administration or the US Marshal Services, provide listing of all 24/7 persons and contact numbers for all building related needs; and Tenants Handbook for information on the Building Site (operational hours, security concerns, loading dock size and access information, elevators, restrooms, vendor requirements, etc.). The desired layout of the space should have ten (10) to twelve (12) private offices, two (2) conference rooms, one (1) document storage room and the balance should be open space. It would be helpful if the trial space is near a Law Library or staff could have access to a Government controlled Law Library. This requirement will be procured in accordance with FAR Part 13, FAR clauses 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items), 52.223-1 Biobased Product Certification, 52.223-2 Affirmative Procurement of Biobased Products Under Service and Construction Contracts, and 52.223-4 Recovered Material Certification are hereby incorporated by reference; all referenced FAR clauses may be copied at https://www.acquisition.gov/. Wage Determination No. 2015-4215, Rev. 1, dated 02/09/2017 is attached and applicable accordingly. Interested parties must submit a written quote that states the ability to meet minimum needs as defined and include an Electronic CADD file or scaled 1/8 inch office space plan showing walls, doors, utilities (power & telephones), and This is a firm-fixed price requirement therefore quotes should include overtime utilities, HVAC & electrical lighting and loading dock with security costs. Contractors must be fully and actively registered in the System for Award Management (SAM); SAM is a free web-site which consolidates Federal procurement systems, SAM https://www.sam.gov/portal/public/SAM. Quotes must include DUNS and are to be sent to Michele B. Spencer to email address michele.b.spencer@usdoj.gov; noon ET by March 6, 2017. Award will be made to the quote that represents the best value to the government in terms of location, ability to meet minimum needs, price and other non-price offerings. Oral quotations will not be accepted. Telephone calls will not be accepted, as no solicitation document exist.
