- This is a Request for Information (RFI) as defined in FAR 15.201(e). All responses will be used for market analysis in determining the availability of potential qualified small businesses that may be used to determine appropriate acquisition strategy. No solicitation is being issued at this time, but will be issued at a later date. The Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 is seeking commercial sources to provide Virtual Pharmacy Services for William Jennings Bryan Dorn VA Medical Center, Columbia, SC and all of its Community Based Outpatient Clinics. The purpose of this notice is to identify companies that hold existing Virtual Pharmacy contracts, broken into layman s terms these are Pharmacists which process a certain number of prescriptions per month remotely. For further clarification, we are not seeking a staffing firm to temporarily fill Pharmacy positions. The awardee (vendor) will be responsible for the hiring and firing of employees and for the overall management of the program, we are not seeking a staffing company to hire individual personnel. The Contract Specialist notes that all responses will be accepted and reviewed for technical content and ability to meet the stated requirements within the Performance Work Statement (PWS). This will include review of outpatient prescriptions, to include all of the clinical review to assure appropriateness. This requirement is for non-personal services; contract personnel performing under this contract shall perform services under the control and general supervision of the Chief, Associate Chief of Operations, Outpatient Pharmacy Supervisor, and/or the Contracting Officer Representative. The contractor will provide qualified personnel who will fulfill the Requirement to provide Virtual Pharmacy Services at a standard enabling Dorn VAMC to provide such services at a high level of quality. Services must not only be clinically appropriate but must also be timely to assure that patients receive the outpatient prescriptions within the 7-10 day timeframe. It is anticipated that the contract performance period will include a one-year base period, and four (4) one-year option periods. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 621399, Offices of All Other Miscellaneous Health Practitioners. The size standard for NAICS 621399 is $7.5M. The Government is interested in all small businesses including Small Business, 8(a), Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Woman Owned Small Businesses that are interested in performing this requirement. The Government requests interested parties submit a response which includes a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, etc.), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor protege relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its SDVOSB and/or small business set-aside decision. Interested firms are requested to provide their aforementioned information, along with interest and capability statements, utilizing the attached Experience Questionnaire no later than March 3, 2017. No pricing is requested at this time. Should additional information be required to understand the requirement and overall objective, please contact the Contract Specialist. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation Part 10.
