Description: REQUEST FOR PROPOSAL This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. Amendment 0001 is issued to extend the solicitation period. See attached. Amendment 0002 is issued to answer vendor question(s) and add provision(s). See attached. The Federal Aviation Administration (FAA), Eastern Acquisitions, College Park, GA, is issuing Screening Information Request (SIR) Number DTFASA-17-R-00193, Grounds Maintenance Service for Savannah Air Traffic Control Tower, 100 Melaver Dr, Savannah, GA 31408 as detailed in the Performance Work Statement attached to the Solicitation and in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. ALL CORRESPONDENCES SHALL CONTAIN THE SIR # DTFASA-17-R-00193 IN THE SUBJECT LINE. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. REQUEST FOR INFORMATION All questions shall be addressed to the Contracting Officer in writing at linda.hennequant@faa.gov. Any questions regarding this SIR/RFP must be received three (3) days prior to the date set aside for offers due. SITE VISITSITE VISITSITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 15 February 2017 @ 10:00 AM (local time) at 100 Melaver Dr, Savannah, GA 31408. THE SITE VISIT TIME IS THE LOCAL TIME AT THE SITE. Please provide Linda Hennequant at linda.hennequant@faa.gov with a list of attendees at least one day prior to the appointed time. The on-site POC will be Curtis Tucker at (912) 964-3160. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and/or specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. Past Performance and Relevant Experience is significantly more important than price. However, due to funding constraints price is still an important factor. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA ™s new Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
