REQUEST FOR PROPOSAL. -- THIS IS NOT A SOURCES SOUGHT INVITATION. THIS POSTING IS BEST VIEWED AT the FAA Contract Opportunities website, https://faaco.faa.gov. Amendment 0001 is issued to answer vendor questions and Replace the Task Frequency Chart. See attached. The Federal Aviation Administration (FAA), Eastern Acquisitions, College Park, GA, is issuing Screening Information Request (SIR) Number DTFASA-17-R-00229, Janitorial Services, Augusta ATCT / TRACON, Augusta, GA. as detailed in the Statement of Work attached to the Solicitation and in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. ALL CORRESPONDENCES SHALL CONTAIN THE SIR # DTFASA-17-R-00229 IN THE SUBJECT LINE. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. REQUEST FOR INFORMATION All questions shall be addressed to the Contracting Officer in writing at linda.hennequant@faa.gov. Any questions regarding this SIR/RFP must be received three (3) days prior to the date set aside for offers due. SITE VISITSITE VISITSITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. Site visits may be arranged during normal duty hours by contacting: Holly Holcomb at (865) 201-1118. Information provided at the site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and/or specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THE SITE VISIT IS STRONGLY ENCOURAGED. OFFER SUBMISSION Please see Part IV “ Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. NOTE: Electronic submission is preferred. The electronic submission should be in either Microsoft WORD format or portable document format (PDF), not in a zipped format. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. SET ASIDE This requirement is offered to all qualified, responsive Small Business concerns. Offers will be considered using a tiered order of precedence. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for Tiered Order of Precedence Set-aside details. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process. This advertisement is not to be construed as a contract or an obligation of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of offers in response to this solicitation. NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA ™s Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000. For further information and applicable forms concerning STLP, call the OSDBU at (800) 532-1169. Paperwork Reduction Act Statement: A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a current valid OMB Control Number. The OMB Control Number for this information collection is 2120-0020. Public reporting for this collection of information is estimated to be approximately 30 minutes per response, including the time for reviewing instructions, completing and reviewing the collection of information. All responses to this collection of information are mandated by 14 CFR Part 43.
